1 HOUSE JOINT RESOLUTION

2     WHEREAS, Many schools in the State of Illinois are facing
3 critical funding shortages, which has negatively impacted
4 their ability to provide quality education to their students;
5 and

6     WHEREAS, The members of the General Assembly believe that
7 all educational institutions throughout the State should be
8 funded as equally as possible in order to provide every student
9 with the best education possible; therefore, be it

10     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11 NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
12 SENATE CONCURRING HEREIN, that there is created the School
13 Poverty Task Force to study sources of funding for
14 poverty-stricken schools throughout the State of Illinois; and
15 be it further

16     RESOLVED, That the Task Force shall study possible
17 solutions and new methods for State funding, including General
18 State Aid and poverty grant funding, in order to give advice on
19 how school funding can be more equally distributed to schools
20 in the State; and be it further

21     RESOLVED, That the Illinois State Board of Education shall

1 provide administrative support to the Task Force; and be it
2 further

3     RESOLVED, That the Task Force shall consist of the
4 following members:
5         (1) one member appointed by the Governor;
6         (2) one member appointed by the Speaker of the House of
7     Representatives;
8         (3) one member appointed by the President of the
9     Senate;
10         (4) one member appointed by the Illinois State Board of
11     Education;
12         (5) one member appointed by the Illinois Department of
13     Human Services;
14         (6) one member with expertise in poverty, appointed by
15     a non-profit group involved in poverty-stricken schools in
16     the State; and
17         (7) one member to serve as a representative of teacher
18     unions in the State, appointed by election from all major
19     teacher unions in the State; and be it further

20     RESOLVED, That the Task Force shall meet initially at the
21 call of the Speaker of the House and the President of the
22 Senate, submit a report to the General Assembly no later than
23 October 31, 2016, and, upon submission, be dissolved; and be it
24 further

1     RESOLVED, That suitable copies of this resolution be
2 delivered to the Governor, the Illinois State Board of
3 Education, and the Illinois Department of Human Services.
