    Amends the Civil Administrative Code of Illinois (Department of Commerce and Economic Opportunity Law). Provides for the transfer of control over the Interagency Military Base Support and Economic Development Committee from the Department of Commerce and Economic Opportunity to the Office of the Lieutenant Governor. Makes conforming changes.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois is
6amended by changing Section 605-215 and by adding Section
7605-111.5 as follows:
 
8    (20 ILCS 605/605-111.5 new)
9    Sec. 605-111.5. Transfer relating to the Interagency
10Military Base Support and Economic Development Committee. To
11assume the rights, powers, duties, and responsibilities of the
12Department of Commerce and Economic Opportunity. Personnel,
13books, records, property, and funds pertaining to the
14Interagency Military Base Support and Economic Development
15Committee are transferred to the Office of the Lieutenant
16Governor, but any rights of employees or the State under the
17Personnel Code or any other contract or plan shall be
18unaffected by this transfer.

20    Sec. 605-215. Interagency Military Base Support and
21Economic Development Committee.
22    (a) To coordinate the State's activities on and to act as a

1communications center for issues relating to current and former
2military bases in the State, the Interagency Military Base
3Support and Economic Development Committee is created as an
4entity within the Office of the Lieutenant Governor Department.
5    (b) The Committee shall be composed of the following 7 ex
6officio members or their designees: the Lieutenant Governor,
7the Director of Commerce and Economic Opportunity, the
8Secretary of Transportation, the Director of Natural
9Resources, the Director of the Environmental Protection
10Agency, the Director of Revenue, and the Adjutant General of
11the Department of Military Affairs. In addition, 4 members of
12the General Assembly shall be appointed, one each appointed by
13the President of the Senate, the Senate Minority Leader, the
14Speaker of the House of Representatives, and the Minority
15Leader of the House of Representatives. The chair and
16vice-chair of the Committee committee, in consultation with the
17full Committee, shall appoint 8 public members to serve as
18representatives from the counties, or adjoining counties, of a
19current or former military base site as necessary to carry out
20the work of the Commission.
21    (c) The Lieutenant Governor shall serve as chair of the
22Committee, and the Director of Commerce and Economic
23Opportunity shall serve as vice-chair and shall oversee the
24administration of the Committee and its functions. Expenses
25necessary to carry out the function of the Committee shall be
26shared among the agencies represented on the Committee pursuant

1to an interagency agreement and from funds appropriated for
2this purpose or from existing funds within the budgets of those
3agencies. General Assembly appointees shall serve for the
4duration of the General Assembly in which the appointee is
5appointed, but the appointee's term shall expire if the
6appointee no longer remains a member of that General Assembly.
7The Committee shall meet not less than quarterly.
8    (d) Each member of the Committee must request reimbursement
9from his or her individual agency for actual and necessary
10expenses incurred while performing his or her duties as a
11member of the Committee. Public members shall be reimbursed
12from funds appropriated to the Office of the Lieutenant
13Governor Department for that purpose.
14    (e) The Committee shall provide advice and recommendations
15to the Office of the Lieutenant Governor Department on the
16following:
17        (1) The formation of a strategic plan for State and
18    local military base retention, realignment, and reuse
19    efforts.
20        (2) The issues impacting current and former military
21    bases in the State, including infrastructure requirements,
22    environmental impact issues, military force structure
23    possibilities, tax implications, property considerations,
24    and other issues requiring State agency coordination and
25    support.
26        (3) The status of community involvement and

1    participation in retention, realignment, and reuse efforts
2    and the community support for economic development before
3    and after a military base closing.
4        (4) The State's retention, realignment, and reuse
5    advocacy efforts on the federal level.
6        (5) The development of impact studies concerning the
7    closing of a base on the community, housing, the economy,
8    schools, and other public and private entities, including
9    additional economic development ideas to minimize the
10    impact in the event of the base closing.
11        (6) The development of future economic expansion plans
12    for areas that are subject to closure or realignment.
13    (f) The Committee, in cooperation with the Office of the
14Lieutenant Governor Department, shall keep the Governor and
15General Assembly informed concerning the progress of military
16base retention, realignment, reuse, and economic development
17efforts in the State.
18    (g) The Committee shall serve as the central information
19clearinghouse for all military base reuse, retention, and
20realignment activities. This shall include: (i) serving as a
21liaison between the State and community organizations that
22support the long-term viability of military bases; (ii)
23communicating with the State's congressional delegation; and
24(iii) generally coordinating with the public, governmental
25bodies, and officials in communicating about the future of
26military bases in the State.
