SYNOPSIS AS INTRODUCED:
 
15 ILCS 20/50-6 new

    Amends the State Budget Law of the Civil Administrative Code of Illinois. Provides that beginning with fiscal year 2017, and for each fiscal year thereafter, the entirety of the appropriation amount allocated to the State Board of Education for school districts and other pre-kindergarten through grade 12 education service providers shall be enacted and become law before the March 31st immediately preceding the beginning of that fiscal year. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Purpose. It is important for each school
5district to be able to make informed budgetary decisions
6concerning its personnel on a yearly basis. In consideration of
7that important task, the purpose of this Act is to ensure that
8school districts are able to make informed budget decisions and
9not forced to give layoff notices to teachers and non-certified
10personnel when the school districts prepare their annual budget
11for their next fiscal year.
 
12    Section 5. The State Budget Law of the Civil Administrative
13Code of Illinois is amended by adding Section 50-6 as follows:
 
14    (15 ILCS 20/50-6 new)
15    Sec. 50-6. Appropriations for school districts and other
16pre-kindergarten through grade 12 education service providers.
17Beginning with fiscal year 2017, and for each fiscal year
18thereafter, the entirety of the appropriation amount allocated
19to the State Board of Education for school districts and other
20pre-kindergarten through grade 12 education service providers
21shall be enacted and become law before the March 31st
22immediately preceding the beginning of that fiscal year.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.
