SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/5.875 new
625 ILCS 5/3-699.15 new

    Amends the State Finance Act. Creates the Coast Guard Mutual Assistance Fund as a special fund in the State treasury. Amends the Illinois Vehicle Code. Provides for the issuance of U.S. Coast Guard license plates. Provides that an applicant shall pay $20 for the original issuance of the plate, in addition to any appropriate registration fees. Of this fee, $5 shall be deposited into the Coast Guard Mutual Assistance Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that for each registration renewal period, an applicant shall pay a $20 fee in addition to any appropriate registration fees. Of this fee, $18 shall be deposited into the Coast Guard Mutual Assistance Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the Coast Guard Mutual Assistance Fund shall be paid as grants for charitable purposes and financial assistance programs sponsored by Coast Guard Mutual Assistance, Inc.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.875 as follows:
 
6    (30 ILCS 105/5.875 new)
7    Sec. 5.875. The Coast Guard Mutual Assistance Fund.
 
8    Section 10. The Illinois Vehicle Code is amended by adding
9Section 3-699.15 as follows:
 
10    (625 ILCS 5/3-699.15 new)
11    Sec. 3-699.15. Coast Guard license plates.
12    (a) The Secretary, upon receipt of all applicable fees and
13applications made in the form prescribed by the Secretary of
14State, may issue special registration plates designated as U.S.
15Coast Guard plates. The special plates issued under this
16Section shall be affixed only to passenger vehicles of the
17first division or motor vehicles of the second division
18weighing not more than 8,000 pounds. Plates under this Section
19shall expire according to the multi-year procedure established
20by Section 3-414.1 of this Code.
21    (b) The design and color of the special plates shall be

1wholly within the discretion of the Secretary. Appropriate
2documentation, as determined by the Secretary, shall accompany
3each application.
4    (c) An applicant shall be charged a $20 fee for the
5original issuance in addition to the appropriate registration
6fee, if applicable. Of this fee, $5 shall be deposited into the
7Coast Guard Mutual Assistance Fund and $15 shall be deposited
8into the Secretary of State Special License Plate Fund. For
9each registration renewal period, a $20 fee, in addition to the
10appropriate registration fee, shall be charged. Of this fee,
11$18 shall be deposited into the Coast Guard Mutual Assistance
12Fund and $2 shall be deposited into the Secretary of State
13Special License Plate Fund.
14    (d) The Coast Guard Mutual Assistance Fund is created as a
15special fund in the State treasury. All moneys in the Coast
16Guard Mutual Assistance Fund shall be paid, subject to
17appropriation by the General Assembly and distribution by the
18Secretary, as grants for charitable purposes and financial
19assistance programs sponsored by Coast Guard Mutual
20Assistance, Inc., a recognized charitable organization that
21meets the requirements of Title 26, Section 501(c)(3) of the
22United States Code.
