1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
52-3.167 as follows:
 
6    (105 ILCS 5/2-3.167 new)
7    Sec. 2-3.167. Task Force on Computer Science Education.
8    (a) The State Board of Education shall establish a Task
9Force on Computer Science Education, to be comprised of all of
10the following members, with an emphasis on bipartisan
11legislative representation and diverse non-legislative
12stakeholder representation:
13        (1) One member appointed by the Speaker of the House of
14    Representatives.
15        (2) One member appointed by the President of the
16    Senate.
17        (3) One member appointed by the Minority Leader of the
18    House of Representatives.
19        (4) One member appointed by the Minority Leader of the
20    Senate.
21        (5) One member appointed by the head of a statewide
22    association representing teachers.
23        (6) One member appointed by the head of an association

1    representing teachers in a city of over 500,000 people.
2        (7) One member appointed by the head of an association
3    representing computer science teachers.
4        (8) One member appointed by the head of an association
5    representing school boards.
6        (9) One member appointed by the head of an association
7    representing the media.
8        (10) One member appointed by the head of an association
9    representing the non-profit sector that promotes computer
10    science education as a core mission.
11        (11) One member appointed by the head of an association
12    representing the non-profit sector that promotes computer
13    science education among the general public.
14        (12) One member appointed by the president of an
15    institution of higher education who teaches college or
16    graduate-level government courses or facilitates a program
17    dedicated to cultivating computer science education.
18        (13) One member appointed by the head of an association
19    representing principals or district superintendents.
20        (14) The chief executive officer of the school district
21    organized under Article 34 of this Code or his or her
22    designee.
23    (b) The members of the Task Force shall serve without
24compensation but shall be reimbursed for their reasonable and
25necessary expenses from funds appropriated to the State Board
26of Education for that purpose. The members of the Task Force

1shall be reimbursed for their travel expenses from
2appropriations to the State Board of Education available for
3that purpose and subject to the rules of the appropriate travel
4control board.
5    (c) The members of the Task Force shall be considered
6members with voting rights. A quorum of the Task Force shall
7consist of a simple majority of the members of the Task Force.
8All actions and recommendations of the Task Force must be
9approved by a simple majority vote of the members.
10    (d) The Task Force shall meet initially at the call of the
11State Superintendent of Education, shall elect one member as
12chairperson at its initial meeting through a simple majority
13vote of the Task Force, and shall thereafter meet at the call
14of the chairperson.
15    (e) The State Board of Education shall provide
16administrative and other support to the Task Force.
17    (f) The Task Force is charged with all of the following
18tasks:
19        (1) To analyze the current state of computer science
20    education in this State.
21        (2) To analyze current computer science education laws
22    in other jurisdictions, both mandated and permissive.
23        (3) To identify best practices in computer science
24    education in other jurisdictions.
25        (4) To make recommendations to the General Assembly
26    focused on substantially increasing computer science

1    education and the capacity of youth to obtain the requisite
2    knowledge, skills, and practices to be educated in computer
3    science.
4        (5) To make funding recommendations, if the Task
5    Force's recommendations to the General Assembly would
6    require a fiscal commitment.
7    (g) No later than July 1, 2017, the Task Force shall
8summarize its findings and recommendations in a report to the
9General Assembly, filed as provided in Section 3.1 of the
10General Assembly Organization Act. Upon filing its report, the
11Task Force is dissolved.
12    (h) This Section is repealed on July 1, 2018.
 
13    Section 99. Effective date. This Act takes effect upon
14becoming law.
