1    AN ACT concerning domestic violence.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Code of Criminal Procedure of 1963 is
5amended by changing Section 112A-27 as follows:
 
6    (725 ILCS 5/112A-27)  (from Ch. 38, par. 112A-27)
7    Sec. 112A-27. Law enforcement policies.
8    (a) Every law enforcement agency shall develop, adopt, and
9implement written policies regarding arrest procedures for
10domestic violence incidents consistent with the provisions of
11this Article. In developing these policies, each law
12enforcement agency shall is encouraged to consult with
13community organizations and other law enforcement agencies
14with expertise in recognizing and handling domestic violence
15incidents.
16    (b) In the initial training of new recruits and every 5
17years in the continuing education of law enforcement officers,
18every law enforcement agency shall provide training to aid in
19understanding the actions of domestic violence victims and
20abusers and to prevent further victimization of those who have
21been abused, focusing specifically on looking beyond the
22physical evidence to the psychology of domestic violence
23situations, such as the dynamics of the aggressor-victim

1relationship, separately evaluating claims where both parties
2claim to be the victim, and long-term effects.
3    The Law Enforcement Training Standards Board shall
4formulate and administer the training under this subsection (b)
5as part of the current programs for both new recruits and
6active law enforcement officers. The Board shall formulate the
7training by July 1, 2017, and implement the training statewide
8by July 1, 2018. In formulating the training, the Board shall
9work with community organizations with expertise in domestic
10violence to determine which topics to include. The Law
11Enforcement Training Standards Board shall oversee the
12implementation and continual administration of the training.

14    Section 10. The Illinois Domestic Violence Act of 1986 is
15amended by changing Section 301.1 as follows:
