    Amends the School Code. Makes a technical change in a Section concerning noncertificated personnel.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Section
510-22.34b as follows:
 
6    (105 ILCS 5/10-22.34b)  (from Ch. 122, par. 10-22.34b)
7    Sec. 10-22.34b. Utilization of noncertificated personnel.
8To utilize noncertificated persons, under the the direction of
9a certificated teacher, for providing specialized instruction
10related to a course assigned to the certificated teacher on a
11regular basis, not otherwise readily available in the immediate
12school environment, in the fields for which they are
13particularly qualified by reason of their specialized
14knowledge or skills. The duration of the instruction shall be
15determined by the certificated teacher under whose direction
16the program is conducted in view of the educational need to be
17satisfied.
18    Before a noncertificated person may be utilized for such
19specialized instruction, the school board must secure the
20written approval of the regional superintendent of schools as
21to the qualifications of the particular noncertificated
22person, the particular instruction he is to provide, the
23specific functions to be served, the total number of hours he

1is to provide such instruction and any compensation to be paid
2that person. The State Board of Education shall prescribe, by
3rule, criteria for determining qualifications of such persons
4and the nature of specialized instruction for which, and the
5extent to which, such persons may be used.
6    Nothing in this Section shall prevent the utilization of a
7person with specialized knowledge or experiences as a guest
8lecturer or resource person in the classroom under the direct
9supervision of a certificated teacher assigned to the classroom
10on a regular basis, with prior approval of the school
11administration.
