SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/3-682

    Amends the Illinois Vehicle Code. Provides for the use of funds in the Illinois Police Association Fund from sale of Illinois Police Association license plates to be allocated as follows: at least 10% for providing death benefits for the families of police officers killed in the line of duty; at least 10% for providing scholarships, for graduate study, undergraduate study, or both, to children and spouses of police officers killed in the line of duty; and the remainder for operational costs of the Illinois Police Association. Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Section 3-682 as follows:
 
6    (625 ILCS 5/3-682)
7    Sec. 3-682. Illinois Police Association license plates.
8    (a) The Secretary, upon receipt of an application made in
9the form prescribed by the Secretary, may issue special
10registration plates designated as Illinois Police Association
11license plates. The special plates issued under this Section
12shall be affixed only to passenger vehicles of the first
13division and motor vehicles of the second division weighing not
14more than 8,000 pounds. Plates issued under this Section shall
15expire according to the multi-year procedure established by
16Section 3-414.1 of this Code.
17    (b) The design and color of the plates is wholly within the
18discretion of the Secretary. The Secretary may allow the plates
19to be issued as vanity plates or personalized under Section
203-405.1 of the Code. The Secretary shall prescribe stickers or
21decals as provided under Section 3-412 of this Code. The
22Secretary may, in his or her discretion, allow the plates to be
23issued as vanity or personalized plates in accordance with

1Section 3-405.1 of this Code.
2    (c) An applicant for the special plate shall be charged a
3$25 fee for original issuance in addition to the appropriate
4registration fee. Of this fee, $10 shall be deposited into the
5Illinois Police Association Fund and $15 shall be deposited
6into the Secretary of State Special License Plate Fund, to be
7used by the Secretary to help defray the administrative
8processing costs.
9    For each registration renewal period, a $25 fee, in
10addition to the appropriate registration fee, shall be charged.
11Of this fee, $23 shall be deposited into the Illinois Police
12Association Fund and $2 shall be deposited into the Secretary
13of State Special License Plate Fund.
14    (d) The Illinois Police Association Fund is created as a
15special fund in the State treasury. All money in the Illinois
16Police Association Fund shall be used, subject to
17appropriation, as follows: at least 10% for providing death
18benefits for the families of police officers killed in the line
19of duty; at least 10% , and for providing scholarships, for
20graduate study, undergraduate study, or both, to children and
21spouses of police officers killed in the line of duty; and the
22remainder for operational costs of the Illinois Police
23Association. The changes made by this amendatory Act of the
2499th General Assembly apply to money in the fund on and after
25the effective date of this amendatory Act of the 99th General
26Assembly.
