1     AN ACT concerning education.

2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:

4     Section 5. The University of Illinois Act is amended by
5 adding Section 90 as follows:

6     (110 ILCS 305/90 new)
7     Sec. 90. Commencement speaker; State-appropriated funds
8 prohibition. The University may not use State-appropriated
9 funds to pay an individual to deliver the commencement address
10 at any graduation ceremony conducted by the University, but may
11 use private funds for such purposes.

12     Section 10. The Southern Illinois University Management
13 Act is amended by adding Section 75 as follows:

14     (110 ILCS 520/75 new)
15     Sec. 75. Commencement speaker; State-appropriated funds
16 prohibition. The University may not use State-appropriated
17 funds to pay an individual to deliver the commencement address
18 at any graduation ceremony conducted by the University, but may
19 use private funds for such purposes.

20     Section 15. The Chicago State University Law is amended by

1 adding Section 5-185 as follows:

2     (110 ILCS 660/5-185 new)
3     Sec. 5-185. Commencement speaker; State-appropriated funds
4 prohibition. The University may not use State-appropriated
5 funds to pay an individual to deliver the commencement address
6 at any graduation ceremony conducted by the University, but may
7 use private funds for such purposes.

8     Section 20. The Eastern Illinois University Law is amended
9 by adding Section 10-185 as follows:

10     (110 ILCS 665/10-185 new)
11     Sec. 10-185. Commencement speaker; State-appropriated
12 funds prohibition. The University may not use
13 State-appropriated funds to pay an individual to deliver the
14 commencement address at any graduation ceremony conducted by
15 the University, but may use private funds for such purposes.

16     Section 25. The Governors State University Law is amended
17 by adding Section 15-185 as follows:

18     (110 ILCS 670/15-185 new)
19     Sec. 15-185. Commencement speaker; State-appropriated
20 funds prohibition. The University may not use
21 State-appropriated funds to pay an individual to deliver the

1 commencement address at any graduation ceremony conducted by
2 the University, but may use private funds for such purposes.

3     Section 30. The Illinois State University Law is amended by
4 adding Section 20-190 as follows:

5     (110 ILCS 675/20-190 new)
6     Sec. 20-190. Commencement speaker; State-appropriated
7 funds prohibition. The University may not use
8 State-appropriated funds to pay an individual to deliver the
9 commencement address at any graduation ceremony conducted by
10 the University, but may use private funds for such purposes.

11     Section 35. The Northeastern Illinois University Law is
12 amended by adding Section 25-185 as follows:

13     (110 ILCS 680/25-185 new)
14     Sec. 25-185. Commencement speaker; State-appropriated
15 funds prohibition. The University may not use
16 State-appropriated funds to pay an individual to deliver the
17 commencement address at any graduation ceremony conducted by
18 the University, but may use private funds for such purposes.

19     Section 40. The Northern Illinois University Law is amended
20 by adding Section 30-195 as follows:

2     Sec. 30-195. Commencement speaker; State-appropriated
3 funds prohibition. The University may not use
4 State-appropriated funds to pay an individual to deliver the
5 commencement address at any graduation ceremony conducted by
6 the University, but may use private funds for such purposes.

7     Section 45. The Western Illinois University Law is amended
8 by adding Section 35-190 as follows:

9     (110 ILCS 690/35-190 new)
10     Sec. 35-190. Commencement speaker; State-appropriated
11 funds prohibition. The University may not use
12 State-appropriated funds to pay an individual to deliver the
13 commencement address at any graduation ceremony conducted by
14 the University, but may use private funds for such purposes.

15     Section 50. The Public Community College Act is amended by
16 adding Section 3-65 as follows:

17     (110 ILCS 805/3-65 new)
18     Sec. 3-65. Commencement speaker; State-appropriated funds
19 prohibition. A community college district may not use
20 State-appropriated funds to pay an individual to deliver the
21 commencement address at any graduation ceremony conducted by a
22 community college, but may use private funds for such purposes.

1     Section 99. Effective date. This Act takes effect upon
2 becoming law.
