1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The University of Illinois Act is amended by
5adding Section 90 as follows:
 
6    (110 ILCS 305/90 new)
7    Sec. 90. Commencement speaker; State-appropriated funds
8prohibition. The University may not use State-appropriated
9funds to pay an individual to deliver the commencement address
10at any graduation ceremony conducted by the University, but may
11use private funds for such purposes.
 
12    Section 10. The Southern Illinois University Management
13Act is amended by adding Section 75 as follows:
 
14    (110 ILCS 520/75 new)
15    Sec. 75. Commencement speaker; State-appropriated funds
16prohibition. The University may not use State-appropriated
17funds to pay an individual to deliver the commencement address
18at any graduation ceremony conducted by the University, but may
19use private funds for such purposes.
 
20    Section 15. The Chicago State University Law is amended by

1adding Section 5-185 as follows:
 
2    (110 ILCS 660/5-185 new)
3    Sec. 5-185. Commencement speaker; State-appropriated funds
4prohibition. The University may not use State-appropriated
5funds to pay an individual to deliver the commencement address
6at any graduation ceremony conducted by the University, but may
7use private funds for such purposes.
 
8    Section 20. The Eastern Illinois University Law is amended
9by adding Section 10-185 as follows:
 
10    (110 ILCS 665/10-185 new)
11    Sec. 10-185. Commencement speaker; State-appropriated
12funds prohibition. The University may not use
13State-appropriated funds to pay an individual to deliver the
14commencement address at any graduation ceremony conducted by
15the University, but may use private funds for such purposes.
 
16    Section 25. The Governors State University Law is amended
17by adding Section 15-185 as follows:

9commencement address at any graduation ceremony conducted by
10the University, but may use private funds for such purposes.
 
11    Section 35. The Northeastern Illinois University Law is
12amended by adding Section 25-185 as follows:

14    Sec. 25-185. Commencement speaker; State-appropriated
15funds prohibition. The University may not use
16State-appropriated funds to pay an individual to deliver the
17commencement address at any graduation ceremony conducted by
18the University, but may use private funds for such purposes.
 
19    Section 40. The Northern Illinois University Law is amended

2    Sec. 30-195. Commencement speaker; State-appropriated
3funds prohibition. The University may not use
4State-appropriated funds to pay an individual to deliver the
5commencement address at any graduation ceremony conducted by
6the University, but may use private funds for such purposes.
 
7    Section 45. The Western Illinois University Law is amended
8by adding Section 35-190 as follows:
 
9    (110 ILCS 690/35-190 new)
10    Sec. 35-190. Commencement speaker; State-appropriated
11funds prohibition. The University may not use
12State-appropriated funds to pay an individual to deliver the
13commencement address at any graduation ceremony conducted by
14the University, but may use private funds for such purposes.
 
15    Section 50. The Public Community College Act is amended by
16adding Section 3-65 as follows:
 
17    (110 ILCS 805/3-65 new)
18    Sec. 3-65. Commencement speaker; State-appropriated funds
19prohibition. A community college district may not use
20State-appropriated funds to pay an individual to deliver the
21commencement address at any graduation ceremony conducted by a
22community college, but may use private funds for such purposes.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.
