SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Human Trafficking Prevention Act. Provides that the Department of Human Services shall create a public awareness sign that contains the National Human Trafficking Resource Center hotline information. Provides that the Department of Transportation shall display a public awareness sign in every transportation station, rest area, and welcome center in the State that is open to the public. Provides that specified private businesses must display a public awareness sign and the Department of Labor shall impose a fine of $300 per violation on an employer that knowingly fails to comply.

1    AN ACT concerning human trafficking.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Human
5Trafficking Prevention Act.
 
6    Section 5. Definitions. As used in this Act:
7    "Entity" means any person not an individual.
8    "Human trafficking" means trafficking in persons,
9involuntary servitude, and all related offenses under Section
1010-9 of the Criminal Code of 2012.
11    "National Human Trafficking Resource Center" is the
12organization designated by the Attorney General under 42 U.S.C.
13§14043f.
 
14    Section 10. Public awareness sign. The Department of Human
15Services shall create a public awareness sign that contains the
16National Human Trafficking Resource Center hotline
17information. The Department of Human Services may coordinate
18with non-governmental organizations that have recognized
19expertise in the area of human trafficking prevention or sexual
20violence prevention in the creation of the sign.
 
21    Section 15. Display of public awareness sign; penalty.

1    (a) The Department of Transportation shall display a public
2awareness sign created by Section 10 of this Act in every
3transportation station, rest area, and welcome center in the
4State that is open to the public.
5    (b) A public awareness sign created under Section 10 of
6this Act shall be displayed at the following locations in a
7place that is clearly conspicuous and visible to employees:
8        (1) a strip club, adult entertainment business, and any
9    other sexually-oriented business;
10        (2) an entity found to be a nuisance for prostitution
11    under the Lewdness Public Nuisance Act;
12        (3) a job recruitment center;
13        (4) a hospital; and
14        (5) an emergency care provider.
15    (c) The Department of Labor shall impose a fine of $300 per
16violation on an employer that knowingly fails to comply with
17subsection (b). The fine is the exclusive remedy for failure to
18comply.
