625 ILCS 5/3-629

    Amends the Illinois Vehicle Code. Provides for the issuance of Collegiate license plates for degree-granting, not-for-profit private colleges or universities located in contiguous states regardless of whether there is at least 10,000 alumni of that college or university residing in this State.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Section 3-629 as follows:
 
6    (625 ILCS 5/3-629)
7    Sec. 3-629. Collegiate license plates; scholarship fund.
8    (a) In addition to any other special license plate, the
9Secretary, upon receipt of all applicable fees and applications
10made in the form prescribed by the Secretary of State, may
11issue collegiate license plates. The collegiate plates issued
12under this Section shall be affixed only to passenger vehicles
13of the first division and motor vehicles of the second division
14weighing not more than 8,000 pounds and subject to the
15staggered registration system. Plates issued under this
16Section shall expire according to the staggered multi-year
17procedure established under Section 3-414.1 of this Code.
18    (b) The design, color, and format of the plates shall be
19wholly within the discretion of the Secretary of State. The
20Secretary of State may, at his or her discretion, issue the
21plates for any public college or university located in this
22State or for any degree-granting, not-for-profit private
23college or university located in this State or a contiguous

1state. If the college or university is located in a contiguous
2state, there must be not less than 10,000 alumni of the college
3or university residing in this State. The Secretary may, in his
4or her discretion, allow the plates to be issued as vanity
5plates or personalized in accordance with Section 3-405.1 of
6this Code. The plates are not required to designate "Land Of
7Lincoln", as prescribed in subsection (b) of Section 3-412 of
8this Code. The Secretary shall prescribe the eligibility
9requirements including a minimum level of specialized license
10plates requests and, in his or her discretion, shall approve
11and prescribe stickers or decals as provided under Section
123-412.
13    (c) An applicant shall be charged a $40 fee for original
14issuance in addition to the applicable registration fee. Of the
15original issuance fee in the case of a public university or
16college, $25 shall be deposited into the State College and
17University Trust Fund and $15 shall be deposited into the
18Secretary of State Special License Plate Fund to be used by the
19Secretary of State, subject to appropriation, to help defray
20the administrative costs of issuing the plate. Of the original
21issuance fee in the case of a degree-granting, not-for-profit
22private college or university, $25 shall be deposited into the
23University Grant Fund and $15 shall be deposited into the
24Secretary of State Special License Plate Fund to be used by the
25Secretary of State, subject to appropriation, to help defray
26the administrative cost of issuing the plate. In addition to

1the regular renewal fee, an applicant shall be charged $27 for
2the renewal of each set of license plates issued under this
3Section; $25 shall be deposited into the State College and
4University Trust Fund in the case of a public university or
5college or into the University Grant Fund in the case of a
6degree-granting, not-for-profit private college or university,
7and $2 shall be deposited into the Secretary of State Special
8License Plate Fund plates for all collegiate plates.
9    (d) The State College and University Trust Fund is created
10as a special fund in the State treasury. The State Treasurer
11shall create separate accounts within the State College and
12University Trust Fund for each public university or college for
13which collegiate license plates have been issued. Moneys in the
14State College and University Trust Fund shall be allocated to
15each account in proportion to the number of plates sold in
16regard to each public university or college. Moneys deposited
17into the State College and University Trust Fund during the
18preceding calendar year shall be distributed, subject to
19appropriation, to each participating public university or
20college. This revenue shall be used for the sole purpose of
21scholarship grant awards to Illinois residents.
22    (e) The University Grant Fund is created as a special fund
23in the State treasury. The State Treasurer shall create
24separate accounts within the University Grant Fund for each
25university or college for which collegiate license plates have
26been issued. Moneys in the University Grant Fund shall be

1allocated to each account in proportion to the number of plates
2sold in regard to each university or college. Moneys deposited
3into these accounts during the preceding calendar year shall,
4subject to appropriation, be distributed through the Illinois
5Student Assistance Commission to participating private
6colleges and universities. This revenue shall be used for the
7sole purpose of scholarship grant awards to Illinois residents.
