Amends the Coal Mining Act. In the definition of "mine" and "coal mine", removes language allowing for the extraction by any means or method, including
the method known as carbon recovery, and the work
of preparing the coal so extracted, and including custom coal preparation facilities. In the definition of "surface mining facility", removes references to coal loading docks for deep
or surface mines. Repeals provisions concerning dividing the State into inspection districts and appointment of State Mine Inspectors for each inspection district and for the State at large. Effective immediately.

| | 2 | | Be it enacted by the People of the State of Illinois,
| | 3 | | represented in the General Assembly:
| | 4 | | Section 5. The Coal Mining Act is amended by changing | | 5 | | Sections 1.03 and 1.16 as follows:
| | 6 | | (225 ILCS 705/1.03) (from Ch. 96 1/2, par. 253)
| | 7 | | Sec. 1.03.
"Mine" and "coal mine" mean any area of land and | | 8 | | any structures,
facilities, machinery, tools, equipment, | | 9 | | shafts, slopes, tunnels, excavations,
and other property, real | | 10 | | or personal, placed upon, under or above the surface
of such | | 11 | | land by any person, used in, or to be used in, or resulting | | 12 | | from,
the work of extracting in such area bituminous coal, | | 13 | | lignite, or anthracite
from its natural deposits in the earth | | 14 | | by any means or method including
the method known as carbon | | 15 | | recovery, and the work
of preparing the coal so extracted, and | | 16 | | includes custom coal preparation facilities.
