1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.866 as follows:
 
6    (30 ILCS 105/5.866 new)
7    Sec. 5.866. The Emergency Management Fund.
 
8    Section 10. The Illinois Vehicle Code is amended by adding
9Section 3-699.14 as follows:
 
10    (625 ILCS 5/3-699.14 new)
11    Sec. 3-699.14. Emergency Management plates.
12    (a) The Secretary, upon receipt of all applicable fees and
13applications made in the form prescribed by the Secretary, may
14issue special registration plates designated as Emergency
15Management license plates. The special plates issued under this
16Section shall be affixed only to passenger vehicles of the
17first division or motor vehicles of the second division
18weighing not more than 8,000 pounds. Plates issued under this
19Section shall expire according to the multi-year procedure
20established by Section 3-414.1 of this Code.
21    (b) The design and color of the special plates shall be

1wholly within the discretion of the Secretary. Appropriate
2documentation, as determined by the Secretary, shall accompany
3each application.
4    (c) An applicant for the special plate shall be charged a
5$20 fee for original issuance in addition to the appropriate
6registration fee. Of this fee, $5 shall be deposited into the
7Emergency Management Fund and $15 shall be deposited into the
8Secretary of State Special License Plate Fund, to be used by
9the Secretary to help defray the administrative processing
10costs. For each registration renewal period, a $20 fee, in
11addition to the appropriate registration fee, shall be charged.
12Of this fee, $18 shall be deposited into the Emergency
13Management Fund and $2 shall be deposited into the Secretary of
14State Special License Plate Fund.
15    (d) The Emergency Management Fund is created as a special
16fund in the State treasury. All money in the Emergency
17Management Fund shall be paid, subject to appropriation by the
18General Assembly and distribution by the Secretary, as grants
19to The Illinois Emergency Management Agency for the purpose of
20providing training and education programs.
