SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/5.866 new
35 ILCS 5/507DDD new

    Amends the Illinois Income Tax Act. Creates an income tax checkoff to allow taxpayers to make contributions to the U.S.S. Illinois Commissioning Fund for the purpose of donating to the U.S.S. Illinois Commissioning Committee. Effective immediately.

1    AN ACT concerning revenue.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.866 as follows:
 
6    (30 ILCS 105/5.866 new)
7    Sec. 5.866. The U.S.S. Illinois Commissioning Fund. This
8Section is repealed on December 31, 2017.
 
9    Section 10. The Illinois Income Tax Act is amended by
10adding Section 507DDD as follows:
 
11    (35 ILCS 5/507DDD new)
12    Sec. 507DDD. U.S.S. Illinois Commissioning Fund checkoff.
13For taxable years ending on or after December 31, 2014 and
14ending on or before December 31, 2016, the Department must
15print on its standard individual income tax form a provision
16(i) indicating that if the taxpayer wishes to contribute to the
17U.S.S. Illinois Commissioning Fund, a special fund created in
18the State treasury, for the purpose of donating to the U.S.S.
19Illinois Commissioning Committee, as authorized by this
20amendatory Act of the 99th General Assembly, he or she may do
21so by stating the amount of the contribution (not less than $1)

1on the return and (ii) stating that the contribution will
2reduce the taxpayer's refund or increase the amount of payment
3to accompany the return. Failure to remit any amount of
4increased payment shall reduce the contribution accordingly.
5Notwithstanding any other provision of law, moneys deposited
6into the U.S.S. Illinois Commissioning Fund from contributions
7under this Section shall be used by the Department of Military
8Affairs to make grants to the U.S.S. Illinois Commissioning
9Committee. This Section does not apply to any amended return.
10    This Section is repealed on December 31, 2017.
 
11    Section 99. Effective date. This Act takes effect upon
12becoming law.
