SYNOPSIS AS INTRODUCED:
 
10 ILCS 5/19A-15

    Amends the Election Code. Provides that an election authority may close an early voting place on Good Friday, Holy Saturday, and Easter Sunday, provided that the early voting place remains open 2 hours later on the 3 days immediately preceding Good Friday. Provides that the election authority shall notify the State Board of Elections of any closure and shall provide notice to the public of the closure and the extended hours during the final week.

1    AN ACT concerning elections.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Election Code is amended by changing Section
519A-15 as follows:

8    Sec. 19A-15. Period for early voting; hours.
9    (a) The period for early voting by personal appearance
10begins the 15th day preceding a general primary, consolidated
11primary, consolidated, or general election and extends through
12the 3rd day before election day, except that for the 2014
13general election the period for early voting by personal
14appearance shall extend through the 2nd day before election
15day.
16    (b) Except as otherwise provided by this Section, a
17permanent polling place for early voting must remain open
18during the hours of 8:30 a.m. to 4:30 p.m., or 9:00 a.m. to
195:00 p.m., on weekdays and 9:00 a.m. to 12:00 p.m. on Saturdays
20and holidays, and 12:00 p.m. to 3:00 p.m. on Sundays; except
21that, in addition to the hours required by this subsection, a
22permanent early voting polling place designated by an election
23authority under subsection (c) of Section 19A-10 must remain

1open for a total of at least 8 hours on any holiday during the
2early voting period and a total of at least 14 hours on the
3final weekend during the early voting period. For the 2014
4general election, a permanent polling place for early voting
5must remain open during the hours of 8:30 a.m. to 4:30 p.m. or
69:00 a.m. to 5:00 p.m. on weekdays, except that beginning 8
7days before election day, a permanent polling place for early
8voting must remain open during the hours of 8:30 a.m. to 7:00
9p.m., or 9:00 a.m. to 7:00 p.m.. For the 2014 general election,
10a permanent polling place for early voting shall remain open
11during the hours of 9:00 a.m. to 12:00 p.m. on Saturdays and
1210:00 a.m. to 4:00 p.m. on Sundays; except that, in addition to
13the hours required by this subsection (b), a permanent early
14voting place designated by an election authority under
15subsection (c) of Section 19A-10 must remain open for a total
16of at least 14 hours on the final weekend during the early
17voting period.
18    (c) Notwithstanding subsections (a) and (b), an election
19authority may close an early voting polling place if the
20building in which the polling place is located has been closed
21by the State or unit of local government in response to a
22severe weather emergency. In the event of a closure, the
23election authority shall conduct early voting on the 2nd day
24before election day from 8:30 a.m. to 4:30 p.m. or 9:00 a.m. to
255:00 p.m. The election authority shall notify the State Board
26of Elections of any closure and shall make reasonable efforts

1to provide notice to the public of the extended early voting
2period.
3    (d) Notwithstanding subsections (a) and (b), in 2013 only,
4an election authority may close an early voting place on Good
5Friday, Holy Saturday, and Easter Sunday, provided that the
6early voting place remains open 2 hours later on the 3 days
7immediately preceding Good Friday April 3, 4, and 5 of 2013.
8The election authority shall notify the State Board of
9Elections of any closure and shall provide notice to the public
10of the closure and the extended hours during the final week.

14    Sec. 19A-15. Period for early voting; hours.
15    (a) The period for early voting by personal appearance
16begins the 40th day preceding a general primary, consolidated
17primary, consolidated, or general election and extends through
18the end of the day before election day.
19    (b) Except as otherwise provided by this Section, a
20permanent polling place for early voting must remain open
21beginning the 15th day before an election through the end of
22the day before election day during the hours of 8:30 a.m. to
234:30 p.m., or 9:00 a.m. to 5:00 p.m., on weekdays, except that
24beginning 8 days before election day, a permanent polling place
25for early voting must remain open during the hours of 8:30 a.m.

1to 7:00 p.m., or 9:00 a.m. to 7:00 p.m., and 9:00 a.m. to 12:00
2p.m. on Saturdays and holidays, and 10:00 a.m. to 4 p.m. on
3Sundays; except that, in addition to the hours required by this
4subsection, a permanent polling place designated by an election
5authority under subsections (c), (d), and (e) of Section 19A-10
6must remain open for a total of at least 8 hours on any holiday
7during the early voting period and a total of at least 14 hours
8on the final weekend during the early voting period.
9    (c) Notwithstanding subsection (b), an election authority
10may close an early voting polling place if the building in
11which the polling place is located has been closed by the State
12or unit of local government in response to a severe weather
13emergency or other force majeure. The election authority shall
14notify the State Board of Elections of any closure and shall
15make reasonable efforts to provide notice to the public of an
16alternative location for early voting.
17    (d) Notwithstanding subsections (a) and (b), an election
18authority may close an early voting place on Good Friday, Holy
19Saturday, and Easter Sunday, provided that the early voting
20place remains open 2 hours later on the 3 days immediately
21preceding Good Friday. The election authority shall notify the
22State Board of Elections of any closure and shall provide
23notice to the public of the closure and the extended hours

2    Section 95. No acceleration or delay. Where this Act makes
3changes in a statute that is represented in this Act by text
4that is not yet or no longer in effect (for example, a Section
5represented by multiple versions), the use of that text does
6not accelerate or delay the taking effect of (i) the changes
7made by this Act or (ii) provisions derived from any other
8Public Act.
