1    AN ACT concerning wildlife.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. If and only if Senate Bill 44 of the 99th
5General Assembly becomes law in the form in which it passed
6both houses on May 30, 2015, then the Unmanned Aerial System
7Oversight Task Force Act is amended by changing Section 15 as
8follows:

10    Sec. 15. The Unmanned Aerial System Task Force.
11    (a) There is hereby created the Unmanned Aerial System
12Oversight Task Force to study and make recommendations for the
13operation, usage, and regulation of Unmanned Aerial Systems,
14commonly referred to as "drone" technology, within this State.
15    (b) Within 90 days after the effective date of this Act
16members of the Task Force shall be appointed by the Governor
17and shall consist of one member from each of the following
18agencies or interest groups:
19        (1) a member of the Division of Aeronautics of the
20    Department of Transportation, nominated by the Secretary
21    of Transportation;
22        (2) a member of the Department of State Police,
23    nominated by the Director of State Police;

1        (3) a Conservation Police officer of the Department of
2    Natural Resources, nominated by the Director of Natural
3    Resources;
4        (4) a member of the Department of Agriculture,
5    nominated by the Director of Agriculture;
6        (5) a member of the Department of Commerce and Economic
7    Opportunity, nominated by the Director of Commerce and
8    Economic Opportunity;
9        (6) a UAS technical commercial representative;
10        (7) a UAS manufacturing industry representative;
11        (8) a person nominated by the Attorney General;
12        (9) a member of the Illinois Conservation Police Lodge,
13    nominated by the president of the Lodge;
14        (10) a member of a statewide sportsmen's federation,
15    nominated by the president of the federation;
16        (11) a member of a statewide agricultural association,
17    nominated by the president of the association;
18        (12) a member of a statewide commerce association,
19    nominated by the president or executive director of the
20    association;
21        (13) a person nominated by an electric utility company
22    serving retail customers in this State;
23        (14) a member of the Illinois National Guard, nominated
24    by the Adjutant General;
25        (15) a member of a statewide retail association,
26    nominated by the president of the association;

1        (16) a member of a statewide manufacturing trade
2    association, nominated by the president or chief executive
3    officer of the association;
4        (17) a member of a statewide property and casualty
5    insurance association, nominated by the president or chief
6    executive officer of the association;
7        (18) a member of a statewide association representing
8    real estate brokers licensed in this State, nominated by
9    the president of the association;
10        (19) a member of a statewide surveying association,
11    nominated by the president of the association;
12        (20) a law enforcement official from a municipality
13    with a population of 2 million or more inhabitants,
14    nominated by the mayor of the municipality;
15        (21) a law enforcement official from a municipality
16    with a population of less than 2 million inhabitants,
17    nominated by a statewide police chiefs association; and
18        (22) a member of a statewide freight railroad
19    association, nominated by the president of the
20    association.
21    (b-5) Within 90 days after the effective date of this Act,
228 members of the Task Force shall also be appointed by the
23General Assembly, with 2 members appointed by the Speaker of
24the House of Representatives and 2 members appointed by the
25Minority Leader of the House of Representatives, and 2 members
26appointed by the President of the Senate and 2 members

1appointed by the Minority Leader of the Senate.
2    (c) Nominations to the Task Force must be submitted to the
3Governor within 60 days of the effective date of this Act. The
4Governor shall make the appointments within 30 days after the
5close of nominations. The term of the appointment shall be
6until submission of the report of comprehensive
7recommendations under subsection (g) of this Section. The
8member from the Division of Aeronautics of the Department of
9Transportation shall chair the Task Force and serve as a
10liaison to the Governor and General Assembly. Meetings of the
11Task Force shall be held as necessary to complete the duties of
12the Task Force. Meetings of the Task Force shall be held in the
13central part of the State.
14    (d) The members of the Task Force shall receive no
15compensation for serving as members of the Task Force.
16    (e) The Task Force shall consider commercial and private
17uses of drones, landowner and privacy rights, as well as
18general rules and regulations for safe operation of drones, and
19prepare comprehensive recommendations for the safe and lawful
20operation of UAS in this State.
21    (f) The Department of Transportation shall provide
22administrative support to the Task Force.
23    (g) The Task Force shall submit a report with
24recommendations to the Governor and General Assembly no later
25than July 1, 2016.

1    Section 99. Effective date. This Act takes effect upon
2becoming law or on the date Senate Bill 44 of the 99th General
3Assembly takes effect, whichever is later.
