SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Mabel Charlene (nee Meisenheimer) Gill of
4Godfrey, who passed away on December 13, 2013; and
 
5    WHEREAS, Mabel Gill was born on July 3, 1924 in Alton to
6Charles and Mable Dehne Meisenheimer; she was educated in
7Brighton public schools and attended Shurtleff College,
8Washington University in St. Louis, Southern Illinois
9University, and Tarkio College; she earned a Bachelor of Arts
10with a concentration in Management; she married Fred L. Gill on
11February 3, 1946 at Brighton St. Paul Methodist Episcopal
12Church; and
 
13    WHEREAS, Mabel Gill worked as a photogrammetrist and
14supervisory cartographer from 1948 until 1980; she started her
15career at the United States Air Force's Aeronautical Chart
16Plant (later the United States Air Force Aeronautical Chart and
17Information Center) in St. Louis, first as a photogrammetric
18aide, later becoming the first female supervisor in her
19department; she retired in 1980 as Program Manager from the
20Program, Plans, and Operations of the Defense Mapping Agency
21Aerospace Center, where she was the first Federal Woman's
22Program Manager; for 5 years, she was the newsletter editor of
23the Photogrammetric Engineering Journal of the American

1Society of Photogrammetry; and
 
2    WHEREAS, Mabel Gill had a passion for history which led her
3to be a co-founder of the Alton Museum of History and Art; she
4was instrumental in the museum's success, volunteering there
5for 42 years and eventually becoming President Emeritus; she
6was the founder of the Arsenal '76 Chapter of Federally
7Employed Women, President of the St. Louis Zonta Club,
8President of the American Society of Photogrammetry, board
9member of the National Conference Center since 1979, founder of
10the Missouri Women's Network in 1982, Co-Chair of the Equal
11Rights Amendment Caucus, and Chair of the Shake Hands with
12History Committee; she authored several books for the Alton
13Museum; and
 
14    WHEREAS, Mabel Gill served as President of the Alton
15Women's Council and the Alton Area Historical Society, helped
16form 2 Toastmasters International Clubs in St. Louis, and was
17one of the first women to be an Area Governor of the
18Toastmasters; she also served as the Grand Marshal of the Alton
19Memorial Day Parade; her accolades include the Young Women's
20Christian Association's Woman of Distinction Award, 100 Women
21of Substance, the Studs Terkel Humanities Award, and the
22National Society of the Daughters of the American Revolution's
23Historic Preservation Medal, among many others; she is listed
24in "Who's Who in the Midwest" and "Who's Who of American

2    WHEREAS, Mabel Gill was preceded in death by her parents;
3her husband, Fred; her daughter-in-law, Ann Gill; her
4granddaughter, Kathie Smith; and her sisters, Melba and Viola;
5and
 
6    WHEREAS, Mable Gill is survived by her sons, Charles Gill
7and Frederic "Rick" (Laura) Gill; those she helped raise, Vicki
8Winchester, Bette (Steven) Paul, Douglas (Paula) Miller, Debra
9(Frank) Herrera, Bruce (Vickie) Miller, and Becki (Randy)
10Rhyne; and numerous nieces, nephews, grandchildren, and
11great-grandchildren; therefore, be it
 
12    RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
13ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
14Mabel Charlene Gill, and extend our sincere condolences to her
15family, friends, and all who knew and loved her; and be it
16further
 
17    RESOLVED, That a suitable copy of this resolution be
18presented to the family of Mabel Gill as an expression of our
19deepest sympathy.
