SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Charles L. Swarts of Oak Park, who passed
4away on June 16, 2014; and
 
5    WHEREAS, Charles Swarts was born in Chicago on April 6,
61925 to Charles E. and Louise Freidman Swarts; he graduated
7from New Trier Township High School in Winnetka in 1943; he
8served in the United States Army during World War II and in the
9Air Force during the Korean War; and
 
10WHEREAS, Charles Swarts graduated from New York Medical College
11in Valhalla, New York in 1950; he served as an intern at
12Indiana University in Bloomington, Indiana and as a pediatric
13resident at the University of Michigan Poliomyelitis and
14Respiratory and Rehabilitation Center, during which time he
15assisted with the beta test of the Salk Vaccine for Polio; from
161958-59, he was a fellow at the Karolinska Institutet in Sweden
17and researched the first breath of infants; he was board
18certified in pediatrics by the American Board of Pediatrics,
19and in Allergy and Immunology by the American Board of Allergy
20and Immunology and the American Board of Pediatrics; and
 
21    WHEREAS, In 1960, Charles Swarts moved to Oak Park where he
22practiced medicine as a pediatrician and allergist until

1retiring in 2000; during this period, he was on the staffs of
2the West Suburban Medical Center, Westlake Hospital, and the
3Edward Hines, Jr. VA Hospital; he also served as an Assistant
4Professor of Pediatrics/Allergy at the University of
5Illinois-Chicago's Presbyterian-St. Luke's Teaching Hospital;
6he was proud that he actively practiced medicine for 50 years
7without being sued for malpractice; and
 
8    WHEREAS, Charles Swarts was very dedicated to his
9community; he was as a member of the Optimist Club, the Oak
10Park-River Forest Chamber of Commerce, and the Oak Park Board
11of Health, serving as President of each of these organizations;
12he was especially dedicated to the youth of the community,
13volunteering at well-baby clinics in the inner city and with
14the "Bucking Bronchos" (an exercise program for children with
15severe asthma); he organized and volunteered at the Greater
16Chicago Chapter of the Allergy and Asthma Foundation of
17America's summer camp for children with severe asthma; he was a
18founder of Snuva Inc., a pharmaceutical company specializing in
19products for people with allergies and auto-immune diseases; he
20also served in many professional organizations; and
 
21    WHEREAS, Charles Swarts was preceded in death by his wife,
22Jane Evans Swarts; and
 
23    WHEREAS, Charles Swarts is survived by his children,

1Suzanne Winsor, Charles F. (Maxine), and George (Susan); his
2grandchildren, Carla Winsor, Andrew Winsor, Charles B. Swarts,
3David Swarts, and Daniel Swarts; his nephews, Tom and John
4Livingston; and many good friends; therefore, be it
 
5    RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
6ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
7Charles L. Swarts, and extend our sincere condolences to his
8family, friends, and all who knew and loved him; and be it
9further
 
10    RESOLVED, That a suitable copy of this resolution be
11presented to the family of Charles Swarts as an expression of
12our deepest sympathy.
