SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Chemicals in Commercial Products Act. Creates the Task Force on Chemicals in Commercial Products. Provides that the task force shall (1) prepare a report evaluating the risks to human health and safety posed by the presence of chemicals classified as priority chemicals by the federal Safer Chemistry Challenge Program within commercial products sold in this State, and (2) provide recommendations to the General Assembly as to whether further legislation is needed to regulate priority chemicals in commercial products in this State. Contains a repealer provision.

1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Chemicals in Commercial Products.
 
6    Section 5. Task Force on Chemicals in Commercial Products.
7    (a) There is hereby created the Task Force on Chemicals in
8Commercial Products.
9    (b) The task force shall consist of the following members:
10        (1) Four legislators, appointed one each by the
11    President of the Senate, the Minority Leader of the Senate,
12    the Speaker of the House of Representatives, and the
13    Minority Leader of the House of Representatives;
14        (2) The Governor, or his or her designee;
15        (3) The Director of the Illinois Environmental
16    Protection Agency, or his or her designee;
17        (4) The Director of the Department of Public Health, or
18    his or her designee;
19        (5) The Attorney General of the State of Illinois, or
20    his or her designee; and
21        (6) Four members from entities representing the
22    interests of manufacturers in this State appointed by the
23    Governor.

1    (c) The Director of the Illinois Environmental Protection
2Agency, or his or her designee, shall serve as chairperson of
3the task force, and the Agency shall provide technical support
4and assistance to the task force and shall be responsible for
5administering its operations and ensuring that the
6requirements of this Act are met.
7    (d) The task force may consult with any persons or entities
8it deems necessary to carry out its purposes.
9    (e) Members of the task force shall be appointed no later
10than 90 days after the effective date of this Act. The members
11of the task force shall receive no compensation for serving as
12members of the task force.
13    (f) The task force shall (1) prepare a report evaluating
14the risks to human health and safety posed by the presence of
15chemicals classified as priority chemicals by the federal Safer
16Chemistry Challenge Program within commercial products sold in
17this State, and (2) provide recommendations to the General
18Assembly as to whether further legislation is needed to
19regulate priority chemicals in commercial products in this
20State.
21    (g) The task force shall submit its report and
22recommendations to the General Assembly on or before January 1,
232017.
 
24    Section 10. Expiration. This Act is repealed on January 1,
252018.
