SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the State Board and Commission Salary and Health Benefit Revocation Act. Provides that a member of a board or commission shall not receive, for service on that board or commission, an annual salary or per diem totaling more than the $20,000. Provides that a member of a board or commission shall not receive any health benefits for service on a board or commission. Effective immediately.

1    AN ACT concerning benefit revocation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the State
5Board and Commission Salary and Health Benefit Revocation Act.
 
6    Section 5. Definitions. As used in this Act:
7    "Board or commission" means any body in the executive
8branch of State government that is charged with policy-making
9or licensing functions or with making recommendations
10regarding such functions to any authority in State government.
11The term also includes any body, regardless of its level of
12government, to which any constitutional officer in the
13executive branch of State government makes an appointment.
 
14    Section 10. Benefit Revocation.
15    (a) Notwithstanding any other law, beginning on the
16effective date of this amendatory Act of the 98th General
17Assembly, a member of a board or commission shall not receive,
18for service on that board or commission, an annual salary or
19per diem totaling more than the $20,000. This subsection (a)
20shall not be construed to authorize a member of a board or
21commission to receive an annual salary or per diem greater than
22that which is otherwise provided by law.

1    (b) Notwithstanding any other law, beginning on the
2effective date of this amendatory Act of the 98th General
3Assembly, if a member of a board or commission is otherwise
4authorized by law to receive payment for expenses, then that
5member shall be entitled to payment of actual expenses incurred
6for service as a member of that board of commission.
7    (c) Notwithstanding any other law, beginning on the
8effective date of this amendatory Act of the 98th General
9Assembly, a member of a board or commission shall not receive
10any health benefits for service on a board or commission.
 
11    Section 99. Effective date. This Act takes effect upon
12becoming law.
