SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Dorothy Boyd Sinclair of Peoria, who
4passed away on May 20, 2010; and
 
5    WHEREAS, Dorothy Sinclair was born on April 21, 1929, in
6Adairsville, Georgia; she was the daughter of Thelma
7Satterfield Boyd and Robert Boyd; she married Henry Sinclair on
8April 18, 1955, in St. Louis, Missouri; and
 
9    WHEREAS, Dorothy Sinclair attended Cartersville, Georgia
10High School and Georgia State College for Women, now Georgia
11College and State University, in Milledgeville, Georgia, where
12she earned her bachelor's degree with honors in chemistry; she
13then earned her master's degree in chemistry at Wellesley
14University and was elected to the Sigma Xi scientific society;
15and
 
16    WHEREAS, Dorothy Sinclair had worked at Mallinckrodt
17Chemical Works in St. Louis, Missouri and Beacon Chemical Co.
18in Cambridge, Massachusetts; she was also a laboratory
19instructor in chemistry at Illinois Central College in East
20Peoria and worked for the Peoria Historical Society; and
 
21    WHEREAS, Dorothy Sinclair was active in the League of Women

1Voters of Peoria, having served for 2 years as its president
2and 6 years as the Peoria City Council observer for its Local
3Government Study Group (LOGO); she spearheaded the LOGO's
4petition drive to change the manner of election to the Peoria
5City Council from a ward system to the present council/manager
6system; she was also a member of the League of Women Voters of
7Peoria, the Peoria Women's Civic Federation, the American
8Association of University Women, and the Peoria Women's Club;
9and
 
10    WHEREAS, Dorothy Sinclair was elected to the Peoria City
11Council as a council-at-large member in 1975; she was
12re-elected 4 times and served until her retirement in 1991; she
13ran unsuccessfully for mayor in Peoria in 1989; she was the
14Peoria Historical Society's administrative head for several
15years; she assisted in the acquisition and moving of the Peoria
16Visitors Center; she also promoted, trained, and served as a
17tour guide for historic trolley tours and was a board member of
18the Tri-County Riverfront Action Forum, focusing on
19restoration of the Illinois River and Peoria's riverfront; and
 
20    WHEREAS, Dorothy Sinclair was the recipient of numerous
21awards, including the Rhodell Owens Award, Peoria's
22Tricentennial Commission Award, the YWCA's Legend and
23Outstanding Achievement Professions Award, the Betty Osborne
24Award, and the Universalist Unitarian Church Outstanding

1Service Award; and
 
2    WHEREAS, Dorothy Sinclair is survived by her husband; her
3daughter, Claudia; and her son, Ian; therefore, be it
 
4    RESOLVED, BY THE SENATE OF THE NINETY-SIXTH GENERAL
5ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with
6her family and friends, the passing of Dorothy Boyd Sinclair;
7and be it further
 
8    RESOLVED, That a suitable copy of this resolution be
9presented to the family of Dorothy Sinclair as an expression of
10our sympathy.
