SENATE RESOLUTION

 
2    BE IT RESOLVED, BY THE SENATE OF THE NINETY-SIXTH GENERAL
3ASSEMBLY OF THE STATE OF ILLINOIS, that the Rules of the Senate
4of the 96th General Assembly are amended by adding Rule 5-6 as
5follows:
 
 
6    (Senate Rule 5-6 new)
7    5-6. Amendments to Taxpayer Accountability and Budget
8Stabilization Act.
9    (a) From the commencement of the 97th General Assembly
10until June 30, 2015, no bill that amends or refers to Section
11201.5 of the Illinois Income Tax Act, or that seeks to
12appropriate or transfer money pursuant to a declaration of a
13fiscal emergency under Section 201.5 of that Act, may be moved
14from the order of Second Reading to the order of Third Reading
15unless a motion to approve such measure for consideration has
16been adopted by a record vote of 36 members. If such a bill is
17on the order of concurrence or in the form of a conference
18committee report, no motion to concur or to adopt that
19conference committee report is in order unless a motion to
20approve such measure for consideration has been adopted by a
21record vote of 36 members. Nothing in this Senate Rule shall be
22deemed to alter the vote requirement for final passage of a
23legislative measure required by the Illinois Constitution.

1    (b) Any motion to approve a legislative measure for
2consideration, authorized by subsection (a), must be in
3writing. Upon receipt of the written motion, the Secretary
4shall immediately notify the President and the Minority Leader.
5The motion shall not be referred to a committee. The motion
6must be carried on the calendar before it may be taken up by
7the Senate and may then be immediately considered and adopted
8by the Senate. The motion is renewable and may be reconsidered,
9provided that once that motion is adopted, it shall not be
10reconsidered.
11    (c) This Rule may not be suspended except by unanimous
12consent.
