1     AN ACT concerning elections.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Election Code is amended by changing Section
5 7-43 and by adding Section 1A-45 as follows:
 
6     (10 ILCS 5/1A-45 new)
7     Sec. 1A-45. Candidate information sheet. The State Board of
8 Elections shall prepare an easy to read, one page information
9 sheet that local election authorities may give to any person
10 interested in running for public office. The one page sheet
11 must include:
12         (1) Directions to information about petition
13     requirements, including administrative directions such as
14     what the petition should look like.
15         (2) Directions for obtaining a Candidates Guide.
16         (3) Directions to a list of key election dates.
17         (4) Directions for finding out more information about
18     campaign finance disclosure.
 
19     (10 ILCS 5/7-43)  (from Ch. 46, par. 7-43)
20     Sec. 7-43. Every person having resided in this State 6
21 months and in the precinct 30 days next preceding any primary
22 therein who shall be a citizen of the United States of the age

1 of 18 or more years, shall be entitled to vote at such primary.
2     The following regulations shall be applicable to
3 primaries:
4     No person shall be entitled to vote at a primary:
5     (a) Unless he declares his party affiliations as required
6 by this Article.
7     (b) (Blank.)
8     (c) (Blank.)
9     (c.5) If that person has participated in the town political
10 party caucus, under Section 45-50 of the Township Code, of
11 another political party by signing an affidavit of voters
12 attending the caucus within 45 days before the first day of the
13 calendar month in which the primary is held.
14     (d) (Blank.)
15     (e) In cities, villages and incorporated towns having a
16 board of election commissioners only voters registered as
17 provided by Article 6 of this Act shall be entitled to vote at
18 such primary.
19     (f) No person shall be entitled to vote at a primary unless
20 he is registered under the provisions of Articles 4, 5 or 6 of
21 this Act, when his registration is required by any of said
22 Articles to entitle him to vote at the election with reference
23 to which the primary is held.
24     Nothing in this Code shall be construed to prohibit an
25 otherwise qualified person who votes in the primary of an
26 established political party from being nominated subsequently

1 as the candidate of a different established political party.

3     Section 99. Effective date. This Act takes effect upon
4 becoming law.
