SYNOPSIS AS INTRODUCED:
 
20 ILCS 515/45

    Amends the Child Death Review Team Act. Requires the Child Death Review Teams Executive Council to submit to the Director of Children and Family Services, the General Assembly, and the Governor by January 1, 2012 (rather than January 1, 2010) a report summarizing the results of the Council's 3-year investigation of sudden, unexpected, or unexplained child deaths in the Southern Region of the State. Effective immediately.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Child Death Review Team Act is amended by
5 changing Section 45 as follows:
 
6     (20 ILCS 515/45)
7     Sec. 45. Child Death Investigation Task Force; pilot
8 program. The Child Death Review Teams Executive Council may,
9 from funds appropriated by the Illinois General Assembly to the
10 Department and provided to the Child Death Review Teams
11 Executive Council for this purpose, or from funds that may
12 otherwise be provided for this purpose from other public or
13 private sources, establish a 3-year pilot program in the
14 Southern Region of the State, as designated by the Department,
15 under which a special Child Death Investigation Task Force will
16 be created by the Child Death Review Teams Executive Council to
17 develop and implement a plan for the investigation of sudden,
18 unexpected, or unexplained deaths of children under 18 years of
19 age occurring within that region. The plan shall include a
20 protocol to be followed by child death review teams in the
21 review of child deaths authorized under paragraph (a)(5) of
22 Section 20 of this Act. The plan must include provisions for
23 local or State law enforcement agencies, hospitals, or coroners

1 to promptly notify the Task Force of a death or serious
2 life-threatening injury to a child, and for the Child Death
3 Investigation Task Force to review the death and submit a
4 report containing findings and recommendations to the Child
5 Death Review Teams Executive Council, the Director, the
6 Department of Children and Family Services Inspector General,
7 the appropriate State's Attorney, and the State Representative
8 and State Senator in whose legislative districts the case
9 arose. The plan may include coordination with any investigation
10 conducted under the Children's Advocacy Center Act. By January
11 1, 2012 2010, the Child Death Review Teams Executive Council
12 shall submit a report to the Director, the General Assembly,
13 and the Governor summarizing the results of the pilot program
14 together with any recommendations for statewide implementation
15 of a protocol for the investigation of investigating all
16 sudden, unexpected, or unexplained child deaths.

18     Section 99. Effective date. This Act takes effect upon
19 becoming law.
