SYNOPSIS AS INTRODUCED:
 
10 ILCS 5/9-27.8 new

    Amends the Election Code. Creates the Campaign Finance Task Force to evaluate campaign contribution limits imposed on political committees and assess matters related to campaign finances. Provides that the task force shall consist of the executive director of the State Board of Elections, as a non-voting member, and members appointed by the Governor and legislative leaders. Provides the State Board of Elections shall provide necessary staff and other support. Requires the Task Force to report its findings and recommendations to the General Assembly and the Governor by January 1, 2014. Effective January 1, 2011.

1     AN ACT concerning elections.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Election Code is amended by adding Section
5 9-27.8 as follows:
 
6     (10 ILCS 5/9-27.8 new)
7     Sec. 9-27.8. Campaign Finance Task Force. A Campaign
8 Finance Task Force is created to evaluate campaign contribution
9 limits imposed on political committees and assess matters
10 related to campaign finances. The task force shall consist of
11 13 voting members appointed as follows: 2 members appointed by
12 the Governor, 2 by the President of the Senate, 2 by the
13 Minority Leader of the Senate, 2 by the Speaker of the House, 2
14 by the Minority Leader of the House, and 3 representing
15 campaign finance reform or other citizen groups, with one each
16 appointed by the Governor, the Senate President, and the
17 Speaker of the House. The executive director of the State Board
18 of Elections or his or her designee shall serve as an ex
19 officio, non-voting member of the Task Force, and the State
20 Board of Elections shall provide necessary staff and other
21 support. The Task Force shall file a report of its findings and
22 recommendations with the General Assembly and the Governor by
23 January 1, 2014.

1     Section 99. Effective date. This Act takes effect January
2 1, 2011.
