SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-684 new

    Amends the Illinois Vehicle Code and the State Finance Act. Creates the Central Illinois Recovery Coalition Fund as a special fund in the State treasury. Provides for the issuance of Central Illinois Recovery Coalition license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $25 at original issuance and at renewal. Provides that $10 of the additional original issuance fee and $23 of the renewal fee shall be deposited into the Central Illinois Recovery Coalition Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, the moneys in the Central Illinois Recovery Coalition Fund shall be paid as grants to the Central Illinois Recovery Coalition for awareness, education, and programs. Effective immediately.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.719 as follows:
 
6     (30 ILCS 105/5.719 new)
7     Sec. 5.719. The Central Illinois Recovery Coalition Fund.
 
8     Section 10. The Illinois Vehicle Code is amended by adding
9 Section 3-684 as follows:
 
10     (625 ILCS 5/3-684 new)
11     Sec. 3-684. Central Illinois Recovery Coalition license
12 plates.
13     (a) The Secretary, upon receipt of all applicable fees and
14 applications made in the form prescribed by the Secretary, may
15 issue special registration plates designated as Central
16 Illinois Recovery Coalition license plates. The special plates
17 issued under this Section shall be affixed only to passenger
18 vehicles of the first division or motor vehicles of the second
19 division weighing not more than 8,000 pounds. Plates issued
20 under this Section shall expire according to the multi-year
21 procedure established by Section 3-414.1 of this Code.

1     (b) The design and color of the special plates shall be
2 wholly within the discretion of the Secretary. Appropriate
3 documentation, as determined by the Secretary, shall accompany
4 each application. The Secretary may allow the plates to be
5 issued as vanity plates or personalized plates under Section
6 3-405.1 of this Code. The Secretary shall prescribe stickers or
7 decals as provided under Section 3-412 of this Code.
8     (c) An applicant for the special plate shall be charged a
9 $25 fee for original issuance in addition to the appropriate
10 registration fee. Of this fee, $10 shall be deposited into the
11 Central Illinois Recovery Coalition Fund and $15 shall be
12 deposited into the Secretary of State Special License Plate
13 Fund, to be used by the Secretary to help defray the
14 administrative processing costs.
15     For each registration renewal period, a $25 fee, in
16 addition to the appropriate registration fee, shall be charged.
17 Of this fee, $23 shall be deposited into the Central Illinois
18 Recovery Coalition Fund and $2 shall be deposited into the
19 Secretary of State Special License Plate Fund.
20     (d) The Central Illinois Recovery Coalition Fund is created
21 as a special fund in the State treasury. All moneys in the
22 Central Illinois Recovery Coalition Fund shall be paid, subject
23 to appropriation by the General Assembly and approval by the
24 Secretary, as grants to the Central Illinois Recovery Coalition
25 for awareness, education, and programs.
 
26     Section 99. Effective date. This Act takes effect upon
