SYNOPSIS AS INTRODUCED:
 
110 ILCS 305/9   from Ch. 144, par. 30

    Amends the University of Illinois Act. Provides that each county is entitled, annually, to one honorary scholarship in the University for the benefit of the children of persons who served in the armed forces of the United States in any action that is recognized by the issuance of a Presidential proclamation or a Presidential executive order and in which the armed forces expeditionary medal or other campaign service medals are awarded according to Presidential executive order. Effective immediately.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The University of Illinois Act is amended by
5 changing Section 9 as follows:
 
6     (110 ILCS 305/9)  (from Ch. 144, par. 30)
7     Sec. 9. Scholarships for children of veterans. For each of
8 the following periods of hostilities, each county shall be
9 entitled, annually, to one honorary scholarship in the
10 University, for the benefit of the children of persons who
11 served in the armed forces of the United States: the Civil War,
12 World War I, any time between September 16, 1940 and the
13 termination of World War II, any time during the national
14 emergency between June 25, 1950 and January 31, 1955, any time
15 during the Viet Nam conflict between January 1, 1961 and May 7,
16 1975, any time on or after August 2, 1990 and until Congress or
17 the President orders that persons in service are no longer
18 eligible for the Southwest Asia Service Medal, Operation
19 Enduring Freedom, and Operation Iraqi Freedom, and any action
20 by the armed forces of the United States that is recognized by
21 the issuance of a Presidential proclamation or a Presidential
22 executive order and in which the armed forces expeditionary
23 medal or other campaign service medals are awarded according to

1 Presidential executive order. Preference shall be given to the
2 children of persons who are deceased or disabled. Such
3 scholarships shall be granted to such pupils as shall, upon
4 public examination, conducted as the board of trustees of the
5 University may determine, be decided to have attained the
6 greatest proficiency in the branches of learning usually taught
7 in the secondary schools, and who shall be of good moral
8 character, and not less than 15 years of age. Such pupils, so
9 selected, shall be entitled to receive, without charge for
10 tuition, instruction in any or all departments of the
11 University for a term of at least 4 consecutive years. Such
12 pupils shall conform, in all respects, to the rules and
13 regulations of the University, established for the government
14 of the pupils in attendance.

16     Section 99. Effective date. This Act takes effect upon
17 becoming law.
