SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/13.4   from Ch. 127, par. 149.4

    Amends the State Finance Act. Provides that, within 15 days after the effective date of this amendatory Act, the Governor's Office of Management and Budget shall prepare, and submit to all 4 legislative leaders, as one or more appropriation bills a budget for fiscal year 2010 that proposes appropriations that total no more than the total appropriations made for fiscal year 2003 from State funds, net of vetoes, except for appropriations for education and for developmental disabilities services, and that proposes appropriations that total no more than the total appropriations made for fiscal year 2009 from State funds, net of vetoes, for education and for developmental disabilities services. Effective immediately.

1     AN ACT concerning finance.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by changing
5 Section 13.4 as follows:
 
6     (30 ILCS 105/13.4)  (from Ch. 127, par. 149.4)
7     Sec. 13.4. All appropriations recommended to the General
8 Assembly by the Governor in the State Budget submitted pursuant
9 to Section 50-5 of the State Budget Law (15 ILCS 20/50-5) shall
10 be incorporated into and prepared as one or more appropriation
11 bills which shall either be introduced in the General Assembly
12 or submitted to the legislative leaders of both the Senate and
13 the House of Representatives not later than 2 session days
14 after the submission of the Governor's budget recommendations,
15 as provided in Section 50-5 of the State Budget Law of the
16 Civil Administrative Code of Illinois, immediately preceding
17 the start of the fiscal year for which the Budget is
18 recommended.
19     Within 15 days after the effective date of this amendatory
20 Act of the 96th General Assembly, the Governor's Office of
21 Management and Budget shall prepare, and submit to all 4
22 legislative leaders, as one or more appropriation bills a
23 budget for fiscal year 2010 that proposes appropriations that

7 for developmental disabilities services.

9     Section 99. Effective date. This Act takes effect upon
10 becoming law.
