SYNOPSIS AS INTRODUCED:
 
10 ILCS 5/9-8.5 new

    Amends the Election Code. Prohibits political committees and nonprofit organizations required to register with the State Board of Elections from making transfers of funds in an aggregate total in excess of $1,000 to political committees and nonprofit organizations during a 2-year election cycle. Effective immediately.

1     AN ACT concerning elections.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Election Code is amended by adding Section
5 9-8.5 as follows:
 
6     (10 ILCS 5/9-8.5 new)
7     Sec. 9-8.5. Limit on transfers of funds.
8     (a) As used in this Section:
9         (1) "General election cycle" means the period
10     beginning the day after a general election and ending at
11     the conclusion of the day of the next general election.
12         (2) "Consolidated election cycle" means the period
13     beginning the day after a consolidated election and ending
14     at the conclusion of the day of the next consolidated
15     election.
16     (b) A political committee, other than a local political
17 committee, and a nonprofit organization subject to Section
18 9-7.5, individually or jointly, may not make transfers, as
19 defined in Section 9-1.13 and including transfers under Section
20 9-5, in excess of an aggregate total of $1,000 during a general
21 election cycle to one or more political committees and
22 nonprofit organizations subject to Section 9-7.5.
23     (c) A local political committee may not make transfers, as

1 defined in Section 9-1.13 and including transfers under Section
2 9-5, in excess of an aggregate total of $1,000 during a
3 consolidated election cycle to one or more political committees
4 and nonprofit organizations subject to Section 9-7.5.
 
5     Section 99. Effective date. This Act takes effect upon
6 becoming law.
