SYNOPSIS AS INTRODUCED:
 
25 ILCS 10/7 new

    Amends the General Assembly Operations Act. Requires that a bill sponsored by at least three-fifths of the members of a house of the General Assembly must be voted on third reading (i) in its house of introduction, when that sponsorship occurs in the house of introduction and (ii) in the second house, when that sponsorship occurs in that second house or occurred in the house of introduction. Effective immediately.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The General Assembly Operations Act is amended
5 by adding Section 7 as follows:
 
6     (25 ILCS 10/7 new)
7     Sec. 7. Legislation with extraordinary sponsorship.
8     (a) A bill sponsored by at least three-fifths of the
9 members of its house of introduction must be voted on third
10 reading in that house of introduction.
11     (b) A bill in the second house that, in its house of
12 introduction, was sponsored by at least three-fifths of the
13 members of that house of introduction must be voted on third
14 reading in that second house.
15     (c) A bill sponsored in the second house by at least
16 three-fifths of the members of that second house must be voted
17 on third reading in that second house.
 
18     Section 99. Effective date. This Act takes effect upon
19 becoming law.
