SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-684 new

    Amends the Illinois Vehicle Code and the State Finance Act. Creates the Healthy Trees, Happy Homes Fund as a special fund in the State treasury. Provides for the issuance of Healthy Trees, Happy Homes license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $40 at original issuance and $27 at renewal. Provides that $25 of the additional original issuance fee and the renewal fee shall be deposited into the Healthy Trees, Happy Homes Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, the moneys in the Healthy Trees, Happy Homes Fund shall be paid to the Illinois Arborist Association for the purpose of training professional arborists in the latest advancements in the tree care industry, educating homeowners and children about the importance of tree care, and tree planting programs.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.719 as follows:
 
6     (30 ILCS 105/5.719 new)
7     Sec. 5.719. The Healthy Trees, Happy Homes Fund.
 
8     Section 10. The Illinois Vehicle Code is amended by adding
9 Section 3-684 as follows:

11     Sec. 3-684. Healthy Trees, Happy Homes license plate.
12     (a) The Secretary, upon receipt of all applicable fees and
13 applications made in the form prescribed by the Secretary, may
14 issue special registration plates designated as Healthy Trees,
15 Happy Homes license plates. The special plates issued under
16 this Section shall be affixed only to passenger vehicles of the
17 first division, motor vehicles of the second division weighing
18 not more than 8,000 pounds, recreational vehicles as defined by
19 Section 1-169 of this Code, and boat trailers with a gross
20 trailer weight rating of 10,000 or less pounds. Plates issued
21 under this Section shall expire according to the multi-year

1 procedure established by Section 3-414.1 of this Code.
2     (b) The design and color of the plates shall be developed
3 by Healthy Trees, Happy Homes and shall be subject to the
4 approval of the Secretary of State. Appropriate documentation,
5 as determined by the Secretary, shall accompany the
6 application. The Secretary, in his or her discretion, may allow
7 the plates to be issued as vanity or personalized plates under
8 Section 3-405.1 of this Code. The Secretary shall prescribe
9 stickers or decals as provided under Section 3-412 of this
10 Code.
11     (c) An applicant for the special plate shall be charged a
12 $40 fee for original issuance in addition to the appropriate
13 registration fee. Of this fee, $25 shall be deposited into the
14 Healthy Trees, Happy Homes Fund and $15 shall be deposited into
15 the Secretary of State Special License Plate Fund, to be used
16 by the Secretary to help defray the administrative processing
17 costs.
18     For each registration renewal period, a $27 fee, in
19 addition to the appropriate registration fee, shall be charged.
20 Of this fee, $25 shall be deposited into the Healthy Trees,
21 Happy Homes Fund and $2 shall be deposited into the Secretary
22 of State Special License Plate Fund.
23     (d) The Healthy Trees, Happy Homes Fund is created as a
24 special fund in the State treasury. All money in the Healthy
25 Trees, Happy Homes Fund shall be paid, subject to appropriation
26 by the General Assembly and approval by the Secretary of State,

1 as grants to the Illinois Arborist Association for the purpose
