1     AN ACT concerning public health.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the Reflex
5 Sympathetic Dystrophy Syndrome Education Act.
 
6     Section 5. Reflex Sympathetic Dystrophy Syndrome Education
7 Program.
8     (a) In this Act, "syndrome" means Reflex Sympathetic
9 Dystrophy Syndrome, a chronic neurologic syndrome of unknown
10 etiology characterized by severe burning pain, pathological
11 changes in bone and skin, tissue swelling, and extreme
12 sensitivity to touch that, if untreated, results in permanent
13 deformity and chronic pain.
14     (b) The Department of Public Health, subject to
15 appropriation, shall establish the Reflex Sympathetic
16 Dystrophy Syndrome Education Program to promote public
17 awareness of the syndrome and the importance of early
18 detection, diagnosis, and treatment.
19     (c) The program shall promote public awareness of the
20 syndrome through written materials and other forms of
21 communication designed to provide education about the
22 syndrome. The program shall distribute information that
23 includes:

1         (1) the nature and possible causes of the syndrome;
2         (2) risk factors that may contribute to the
3     manifestation of the syndrome;
4         (3) available treatment options, including the risks
5     and benefits of treatment; and
6         (4) the availability of diagnostic, treatment, and
7     support services in this State.
8     (d) The Department shall work with lawyers, judges,
9 arbitrators, health care providers, local public health
10 agencies, and other appropriate agencies to coordinate and
11 promote professional education programs that will educate
12 health care professionals about:
13         (1) current research about the syndrome;
14         (2) the nature of the syndrome;
15         (3) diagnostic procedures;
16         (4) medical and surgical treatment options; and
17         (5) the availability of diagnostic, treatment, and
18     support services in Illinois communities.
19     (e) The Department may accept gifts, grants, and donations
20 from any source for the purposes of carrying out its duties
21 under this Act.
