SYNOPSIS AS INTRODUCED:
 
65 ILCS 5/11-60-3 new

    Amends the Illinois Municipal Code. Provides that the corporate authorities of any municipality may revoke or suspend the license of and impose a fine on (i) a tattoo establishment in which the owner or an employee applies on an individual any tattoo that contains gang-related names, symbols, or markings, or (ii) a tattoo artist who applies on an individual any tattoo that contains gang-related names, symbols, or markings. Defines "gang-related names, symbols, or markings", "criminal street gang", "tattoo", and "tattoo artist".

1     AN ACT concerning local government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Municipal Code is amended by adding
5 Section 11-60-3 as follows:
 
6     (65 ILCS 5/11-60-3 new)
7     Sec. 11-60-3. Revocation of license; tattoo establishments
8 and tattoo artists. The corporate authorities of any
9 municipality may revoke or suspend the license of and impose a
10 fine on (i) a tattoo establishment in which the owner or an
11 employee applies on an individual any tattoo that contains
12 gang-related names, symbols, or markings, or (ii) a tattoo
13 artist who applies on an individual any tattoo that contains
14 gang-related names, symbols, or markings. For the purposes of
15 this Section: "gang-related names, symbols, or markings" means
16 any name, sign, or other symbol intended to identify a criminal
17 street gang; "criminal street gang" has the meaning ascribed to
18 it in Section 10 of the Illinois Streetgang Terrorism Omnibus
19 Prevention Act; "tattoo" means to insert pigment under the
20 surface of the skin of a human being, by pricking with a needle
21 or otherwise, so as to produce an indelible mark or figure
22 visible through the skin; and "tattoo artist" means an
23 individual who applies tattoos.
