HOUSE RESOLUTION 918

 
2     BE IT RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
3 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that a
4 Blue Ribbon Committee on Higher Education Mandates is
5 established within the Board of Higher Education to review
6 State mandates on public universities to determine whether the
7 mandates (1) are necessary for the health and safety of
8 students in compliance with federal laws, (2) are essential to
9 the academic integrity of public university systems, (3) exceed
10 federal requirements, or (4) are superfluous to the core
11 academic programs of public universities; and be it further
 
12     RESOLVED, That the Committee shall include members from
13 organizations representing the interests of university
14 administrators, university governing board members, university
15 faculty and staff, and the business community, Board of Higher
16 Education personnel, 2 representatives from statewide teacher
17 organizations representing faculty and staff, and others as
18 deemed necessary by the Committee; the Committee shall make
19 recommendations to the General Assembly on the elimination of
20 unnecessary and costly statutory and regulatory mandates on
21 public universities by filing a report as provided in Section
22 3.1 of the General Assembly Organization Act on or before
23 August 1, 2010; upon filing its report, the Committee is
24 dissolved; and be it further

1     RESOLVED, That the 96th General Assembly declares that
2 there shall be a moratorium on the passage of legislation
3 during the 96th General Assembly that imposes any unfunded
4 mandates on public universities; and be it further
 
5     RESOLVED, That a suitable copy of this resolution be
6 presented to the Board of Higher Education.
