HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are pleased to congratulate Harold O. Martin III on the occasion of his retirement as Chief of the Yorkville Police Department after 31 years of dedicated service; and

WHEREAS, Harold Martin III has had a long and distinguished career in law enforcement; he began his law enforcement career as an officer with the Newark Police Department, serving there from 1975 to 1979; he then accepted a position as an officer with the Yorkville Police Department in 1979; in 1995, he was promoted to the rank of Sergeant; in 1997, he was promoted to the rank of Lieutenant; in 2001, he was promoted to Chief of Police, where he remained until his retirement; and

WHEREAS, Harold Martin III implemented numerous programs at the Yorkville Police Department during his tenure as Chief; he was instrumental in the establishment of the Board of Police and Fire Commissioners; he started the department's traffic unit, accident reconstruction program, and cadet program; he started the first police department medication disposal program in the State; he improved the department's K-9 unit with the inclusion of an ATF bomb dog; he added a school resource officer to the department; he also implemented the department's administrative adjudication process; and

WHEREAS, Harold Martin III was well known within the ranks of the Yorkville Police Department for his commitment to education; due to his direct support, nearly the entire department has a college degree and every supervisor has attended the police staff and command school at Northwestern University; and

WHEREAS, Harold Martin III serves as a model of hard work, integrity, and dedication for the people of the State of Illinois; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Harold O. Martin III on the occasion of his retirement and wish him many happy and healthy retirement years; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Harold Martin III as a symbol of our esteem and respect.
