HOUSE RESOLUTION

 
2     WHEREAS, During these difficult economic times, it is more
3 important than ever that every member of our society be
4 afforded fair opportunities, especially in the pursuit of
5 higher education; and
 
6     WHEREAS, Appropriate guiding principles for government
7 endeavors are found in the Preamble of the Illinois
8 Constitution which states, in part, that "We, the People of the
9 State of Illinois ... in order to provide for the health,
10 safety and welfare of the people; ... eliminate poverty and
11 inequality; ... provide opportunity for the fullest
12 development of the individual; ... - do ordain and establish
13 this Constitution for the State of Illinois"; and
 
14     WHEREAS, Those principles should likewise guide the United
15 States government in the creation and operation of policies and
16 programs that provide opportunity for the fullest development
17 of the individual; and
 
18     WHEREAS, It is proper to consider how society may offer
19 another chance to a person who made serious mistakes,
20 especially when the person strives through higher education to
21 reach his or her fullest development and improve the
22 circumstances in which he or she and any dependents live,

1 learn, and work; and
 
2     WHEREAS, Another chance for those who made mistakes in
3 their lives but who seek to improve their lives through higher
4 education would be created by modifying the federal student aid
5 eligibility requirements in a manner so that a student's prior
6 mistakes, as reflected in a prior criminal conviction, would
7 not stand in the way of the student attaining his or her
8 fullest development; therefore, be it
 
9     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
10 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
11 the Illinois State House of Representatives urges the Congress
12 to modify existing student financial assistance eligibility
13 provisions in a manner so that a student's prior mistakes, as
14 reflected in a prior criminal conviction, would not stand in
15 the way of the student attaining his or her fullest
16 development; and be it further
 
17     RESOLVED, That suitable copies of this resolution be
18 delivered to President Obama, and each member of the Illinois
19 Congressional delegation.
