HOUSE RESOLUTION

2     WHEREAS, The members of the Illinois House of
3 Representatives are pleased to congratulate Tamiye Trejo
4 Meehan, Director of the Indian Trails Public Library District
5 since 1997, on being nominated for the Robert R. McClarren
6 Legislative Development Award 2009, and on her retirement as
7 Director of the Indian Trails Public Library District; and

8     WHEREAS, Tamiye Trejo Meehan was an articulate
9 spokesperson on behalf of Illinois Libraries with the Illinois
10 Secretary of State, members of the General Assembly, and
11 members of the Illinois Congressional delegation; she was
12 instrumental in establishing a program of legislator education
13 and awareness in Internet Filtering and Tax Increment Finance
14 legislation; and she encouraged others to become involved in
15 the legislative process on behalf of libraries; and

16     WHEREAS, In May of 2007, Tamiye was in Springfield as the
17 Illinois Library Association's (ILA) official representative
18 to testify before the Illinois House of Representatives
19 regarding the impact of the proposed Internet Filtering Bill,
20 House Bill 1727; she explained why mandatory statewide Internet
21 filtering would not protect children from inappropriate sites,
22 virtual contact, or pictures; she gathered stories and
23 statistics from libraries statewide, and she built on research

1 and evidence gathered by ILA in the perennial battle against
2 filtering; and

3     WHEREAS, Her legislative efforts also included expansion
4 of TIF legislation to include library compensation when new
5 development in the community increases the number of library
6 users and impacts services; and

7     WHEREAS, As President of the ILA, Tamiye mobilized and
8 supported ILA's Intellectual Freedom Committee efforts to
9 present crucial training on Intellectual Freedom to library
10 directors, staff, and board members throughout the State; the
11 ILA Intellectual Freedom Committee's good efforts were so
12 successful that they are being awarded the ProQuest/SIRS State
13 and Regional Intellectual Freedom Award, to be presented at the
14 American Library Association's Annual in Anaheim, California
15 in June, 2009; and

16     WHEREAS, From the beginning of her tenure at Indian Trails,
17 Tamiye saw to it that Board members and staff at every level
18 were aware of larger issues; every year, pages, clerks,
19 paraprofessionals, and librarians made the trip to Springfield
20 for Legislative Day; Board members attended State and national
21 legislative events, as well as ILA, PLA, and ALA conferences
22 where they not only stayed on top of legislative concerns, they
23 also networked with other trustees and then were able to call

1 upon that network when legislative concerns arose; and

2     WHEREAS, Tamiye encouraged trustees to visit with elected
3 officials at their home offices; Indian Trails Public Library
4 District officials were frequently invited to attend and
5 participate in library functions; nearly all area community
6 representatives appeared at the library to recognize the
7 efforts of volunteers, staff, and Friends of the Library; most
8 of the representatives within the library district read their
9 favorite book for their very own READ posters that could be
10 found on display in their Springfield offices; and

11     WHEREAS, As a library director committed to her profession,
12 Tamiye worked to support the Indian Trails Public Library
13 District trustees and staff in their advocacy efforts for more
14 than ten years; the best proof of her success was walking
15 through the Illinois State Capitol and having trustees called
16 over for a hug from their State representative, not the other
17 way around; therefore, be it

18     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
19 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
