HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are pleased to congratulate Lowell Mulvany on the occasion of his retirement as Fire Chief of the Long Creek Fire Department; and

WHEREAS, Lowell Mulvany was born on April 4, 1943 in rural Iuka; he graduated third in his class at North Clay Community High School in Louisville in 1961; and

WHEREAS, Lowell Mulvany enlisted in the United States Army in October of 1961; after receiving vehicle mechanic training, he was stationed at Fort Greeley, Alaska for eighteen months; after receiving an honorable discharge, he returned home to Farina where he resided with his family until he moved to Decatur to work at Firestone in 1966; he worked there for fourteen years, becoming a warehouse supervisor; after leaving Firestone, he worked at A.E. Staley as a plant protection supervisor until he was hired by the Long Creek Fire Protection District as their first full-time, paid fire chief; and

WHEREAS, Lowell Mulvany joined the Long Creek Fire Department on December 1, 1971; he was voted in as a captain for the department in May of 1976; he became the assistant chief in 1978; he was appointed fire chief in March 1986 and has served at that position for twenty-three years; and

WHEREAS, Under Lowell Mulvany's watch, the Long Creek Fire Department has undergone many changes; the department's fire equipment has been replaced and two Emergency Rescue trucks have been added; during this time, he became a Firefighter III and a Fire Service Instructor II; he taught and supervised all the training at the Long Creek Fire Department and taught Fire Science classes at Richland Community College; he also helped with training sessions for the Macon County Fire Association; since becoming chief for the department, he has responded to over 90% of calls that have occurred at all hours of the day or night; and

WHEREAS, Lowell Mulvany started with a Red Cross First-Aid class in 1972 and went on to become an EMT-Basic; he is also certified in vehicle extrication; under his watch, the Long Creek Fire Department has provided First Responder and EMT-Basic classes and continuous education for Long Creek and other departments; he also helped to establish the enhanced 911 system in Macon County and is presently serving as vice-chairman on the 911 board of trustees; and

WHEREAS, Lowell Mulvany and his wife, Pat, have six children, twelve grandchildren, and thirteen great-grandchildren; and

WHEREAS, After his retirement as fire chief, Lowell Mulvany plans to continue his service to the Long Creek Fire Department as a volunteer; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Lowell Mulvany on the occasion of his retirement and wish him many happy and healthy retirement years; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Lowell Mulvany as a symbol of our esteem and respect.
