HOUSE RESOLUTION

 
2     WHEREAS, For nearly twenty years, the Illinois Department
3 of Transportation has maintained a commitment to the General
4 Assembly that highway funding shall be distributed in a manner
5 so that Northeastern Illinois receives 45% of funding and
6 downstate receives 55% of funding; and
 
7     WHEREAS, The State is currently divided into nine highway
8 districts, with District 1 encompassing Cook, Lake, McHenry,
9 Kane, DuPage, and Will Counties and all other downstate
10 counties divided into districts 2 through 9; and
 
11     WHEREAS, Over 81% of the State's roadways and 78% of the
12 State's bridges are located in downstate Illinois; and
 
13     WHEREAS, Highway districts 2 through 9, representing
14 downstate Illinois, include more than 13,300 miles of highways,
15 compared to 3,000 miles within District 1; and
 
16     WHEREAS, Highways in downstate Illinois provide vital
17 access to all regions of the State, connect Illinois to
18 neighboring states, and serve as major arteries for the State's
19 economy and commerce; therefore, be it
 
20     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE

1 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
2 urge the Governor, the Department of Transportation, and the
3 General Assembly to maintain the current practice of
4 distributing highway funds with ratio of 45% to northeastern
5 Illinois and 55% to downstate Illinois; and be it further
 
6     RESOLVED, That we express our belief that a capital program
7 or any new highway funding should uphold the longstanding
8 commitment of distributing highway funds in this manner; and be
9 it further
 
10     RESOLVED, That suitable copies of this resolution be
11 presented to the Governor, the Secretary of the Illinois
12 Department of Transportation, the Speaker and Minority Leader
13 of the Illinois House of Representatives, and the President and
14 Minority Leader of the Illinois Senate.
