HOUSE RESOLUTION 163

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that there is created a task force to study local government development standards and processes and their effect on watershed, wetlands, and floodplains. The task force shall consist of the following members: 4 members of the House of Representatives appointed by the Speaker of the House, one of whom shall be appointed to serve as co-chairperson; 4 members of the House of Representatives appointed by the Minority Leader of the House, one of whom shall be appointed to serve as co-chairperson; and at least one representative appointed by the majority of the members of the task force from each of the following: a statewide organization representing municipal interests, a land conservation entity, and a property development entity; and be it further

RESOLVED, That the goal of the task force is to secure improved management practices in local government development standards, with a focus on all of the following:

(1) Local government development practices and the short-term and long-term impact on lands affected and subsequent property owners.

(2) Topics of mass grading, compensatory storage, drainage, runoff, bank stabilization, diversion of flood waters, enormous impacts on pervious surfaces, deforestation, and elimination of prairie and wetlands.

(3) Local government zoning authority practices and their interaction with private developers; and be it further

RESOLVED, That the Department of Natural Resources shall provide administrative support for the task force; and be it further

RESOLVED, That the task force shall report its findings and recommendations to the General Assembly on or before January 1, 2010.
