HOUSE RESOLUTION

 
2    WHEREAS, Daniel W. Hynes was first elected as Illinois'
3State Comptroller in 1998; since then, he has given 12 years of
4exemplary public service to the State of Illinois; and
 
5    WHEREAS, Comptroller Hynes has been an exceptionally
6capable steward of State finances and has been a leading voice
7for fiscal responsibility and accountability of State tax
8dollars; and
 
9    WHEREAS, Comptroller Hynes has promoted transparency in
10government; he has been a leading advocate in creating
11Illinois' first Rainy Day Fund and has worked diligently for
12budgetary and fiscal reforms in State government; and
 
13    WHEREAS, Under Comptroller Hynes' leadership, the
14Comptroller's Office has endeavored to make the Office more
15productive and cost efficient through significantly reducing
16personnel, increasing State debt collection efforts,
17streamlining local government reporting, and initiating
18consumer protection efforts within the cemetery care industry;
19and
 
20    WHEREAS, Comptroller Hynes has successfully fought for
21more comprehensive ethics laws and signed an Executive Order

1imposing such policies in his own office, all while working for
2passage of a statewide ban on "pay-to-play" politics; and
 
3    WHEREAS, Comptroller Hynes has acted as a fiscal watchdog
4in the interest of State taxpayers, including his refusal to
5pay for flu vaccines that the State had failed to procure in
6accordance with State law; and
 
7    WHEREAS, Comptroller Hynes has led efforts to obtain State
8funding for lifesaving stem cell research, initiated laws to
9prevent overtime pay losses for as many as 375,000 Illinois
10workers, and administered an executive order suspending
11payments to contractors who do not comply with Illinois'
12Prevailing Wage Act; and
 
13    WHEREAS, Comptroller Hynes and his wife, Dr. Christina
14Kerger Hynes, live in Chicago with their 3 fine sons, Charlie,
15Liam, and Finn; therefore, be it
 
16    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
17NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
18extend our thanks and appreciation to Daniel W. Hynes for his
19service to the citizens and taxpayers of Illinois and wish him
20success in all of his future endeavors; and be it further
 
21    RESOLVED, That a suitable copy of this resolution be
