HOUSE RESOLUTION

 
2     WHEREAS, On March 23, 2010, President Obama signed
3 legislation into law to provide for federal reform of health
4 care, including the expansion of eligibility under the Medicaid
5 program; and
 
6     WHEREAS, The Medicaid program is a federal and state-funded
7 program providing health care to individuals and families in
8 need of health insurance coverage; and
 
9     WHEREAS, Over 2.8 million residents of Illinois already
10 rely on Medicaid and Medicaid-funded programs for health care;
11 and
 
12     WHEREAS, The Department of Healthcare and Family Services'
13 fiscal year 2011 budget request for means-tested health care
14 programs exceeds $14 billion; and
 
15     WHEREAS, In the face of the current fiscal crises, the
16 members of the Illinois General Assembly should be fully aware
17 of the cost of all expansions of the Medicaid program and of
18 any other reforms in the federal health care provisions that
19 may impact the State's fiscal condition; and
 
20     WHEREAS, During an interview conducted by the Illinois

1 Radio Network on March 22, 2010, the Governor of the State of
2 Illinois acknowledged that he does not yet know what the fiscal
3 impact of the federal health care reforms will be in Illinois
4 and that the State has not made a cost estimate; therefore, be
5 it
 
6     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
7 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
8 request that the Commission on Government Forecasting and
9 Accountability examine the provisions of the federal health
10 care reform law to determine the fiscal impact of the
11 provisions on the budget of the State of Illinois; and be it
12 further
 
13     RESOLVED, That the findings of the Commission's
14 examination be presented to the members of the General Assembly
15 by July 1, 2010, to ensure that members of the General Assembly
16 are informed about the fiscal impact of the federal health care
17 reforms by the beginning of fiscal year 2011.
