HOUSE JOINT RESOLUTION 50

 
2     WHEREAS, The Illinois Early Intervention program's mission
3 is to ensure that families who have infants and toddlers, birth
4 to age 3, with diagnosed disabilities, developmental delays, or
5 substantial risk of significant delays receive resources and
6 supports that assist them in maximizing their child's
7 development, while respecting the diversity of families and
8 communities; and
 
9     WHEREAS, The Illinois Early Intervention services include,
10 but are not limited to: developmental evaluations and
11 assessments, physical therapy, occupational therapy,
12 speech/language therapy, developmental therapy, service
13 coordination, psychological services, and social work
14 services; and
 
15     WHEREAS, The Part C Early Intervention system has not had a
16 broad review by stakeholders since 2000; and
 
17     WHEREAS, The stakeholders have agreed that the Part C Early
18 Intervention system needs to be reviewed by a broad group of
19 stakeholders to ensure that all eligible children and families
20 are receiving quality services; and
 
21     WHEREAS, The General Assembly finds that a Taskforce to

1 undertake a comprehensive and thorough review of the Early
2 Intervention system is necessary; therefore, be it
 
3     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
4 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5 SENATE CONCURRING HEREIN, that the Illinois Part C Early
6 Intervention Taskforce is created to partner with the
7 Department of Human Services to undertake a comprehensive and
8 thorough review of the Early Intervention system and develop
9 recommendations and an action plan to address issues related to
10 workforce, financing, monitoring and evaluation, service
11 delivery, and transitions; and be it further
 
12     RESOLVED, That the Taskforce shall be chaired by a staff
13 member from the Department of Human Services; the Department of
14 Human Services shall provide staff support for the Taskforce;
15 and be it further
 
16     RESOLVED, That the Taskforce shall consist of members
17 appointed as follows:
18         (1) One member representing the Governor, appointed by
19     the Governor;
20         (2) One member of the Senate, appointed by the
21     President of the Senate;
22         (3) One member of the Senate, appointed by the Minority
23     Leader of the Senate;

1         (4) One member of the House of Representatives,
2     appointed by the Speaker of the House of Representatives;
3         (5) One member of the House of Representatives,
4     appointed by the Minority Leader of the House of
5     Representatives;
6         (6) One member representing the Division of Mental
7     Health within the Department of Human Services, appointed
8     by the Secretary of Human Services;
9         (7) One member representing the Division of Community
10     Health and Prevention within the Department of Human
11     Services, appointed by the Secretary of Human Services;
12         (8) One member representing the Special Education
13     Division of the Illinois State Board of Education,
14     appointed by the State Superintendent of Education;
15         (9) One member representing the Department of Children
16     and Family Services, appointed by the Director of Children
17     and Family Services; and
18         (10) One member representing the Department of
19     Healthcare and Family Services, appointed by the Director
20     of Healthcare and Family Services; and be it further
 
21     RESOLVED, That the Taskforce shall also include
22 representatives of the following groups, appointed by the
23 Secretary of Human Services, with no more than 30 members in
24 total:
25         (1) Advocacy organizations that focus on early

1     childhood, health, or issues related to early
2     intervention;
3         (2) Professional groups with members who provide
4     services for or make referrals to the Illinois Part C Early
5     Intervention system;
6         (3) Groups that are affiliated with the Early
7     Intervention system for training and consultation;
8         (4) The Illinois Interagency Council on Intervention;
9         (5) Child and Family Connections (CFC) managers or
10     staff;
11         (6) Parents with children in the Part C Early
12     Intervention system; and
13         (7) The University of Illinois Division of Specialized
14     Care for Children; and be it further
 
15     RESOLVED, That the members of the Taskforce shall receive
16 no compensation as members of the Taskforce but may be
17 reimbursed for actual expenses incurred by the members in
18 performance of their duties as members of the Taskforce from
19 appropriations made for such purpose; and be it further
 
20     RESOLVED, That the Taskforce shall convene no later than
21 September 30, 2009 and shall be dissolved no later than July 1,
22 2010; and be it further
 
23     RESOLVED, That the Taskforce shall submit a written report

1 of its findings, recommendations, and action plan to the
2 Governor and the General Assembly by July 1, 2010.
