SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the 72-Hour Budget Review Act. Sets forth time requirements for which certain appropriation or revenue legislation must be made publicly available before passage. Provides that the time requirements may be waived by an affirmative two-thirds vote of the full committee or chamber considering the legislation. Effective immediately.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the
5 72-Hour Budget Review Act.
 
6     Section 5. Definitions. As used in this Act:
7     "Appropriation related bill" means any bill authorizing an
8 appropriation of funds for State operating, capital, or
9 transportation expenses.
10     "Revenue related bill" means any bill that raises revenue
11 for operating, capital, or transportation expenses.
12     "Amendment" means any proposed change to a bill.
13     "Striking amendment" means any amendment removing and
14 replacing everything after the enacting clause of a bill.
15     "Publicly available" means available for viewing on the
16 General Assembly's Internet website and published in a bill
17 report, committee report, or conference-committee report.
 
18     Section 10. Hearing or votes prohibited for 72 hours. A
19 hearing or vote on any appropriation bill or revenue bill is
20 prohibited for at least 72 hours after the bill is made
21 publicly available. This 72-hour period excludes Saturdays,
22 Sundays, and holidays unless the chamber considering the bill

1 is in session on that day.
 
2     Section 15. Adoption of amendments and striking
3 amendments.
4     (a) A vote on an amendment to an appropriation bill or a
5 revenue bill is not in order unless that amendment is made
6 publicly available at least 24 hours prior to the vote. This
7 24-hour period excludes Saturdays, Sundays, and holidays
8 unless the chamber considering the bill is in session on that
9 day.
10     (b) A vote on a striking amendment to an appropriation bill
11 or a revenue bill is not in order unless that amendment is made
12 publicly available at least 48 hours prior to the vote. This
13 48-hour period excludes Saturdays, Sundays, and holidays
14 unless the chamber considering the bill is in session on that
15 day.
 
16     Section 20. Application to multiple stages of
17 consideration. The time limitations in this Act apply each time
18 a new version of an appropriation bill or a revenue bill is
19 consider. This includes consideration of conference-committee
20 recommendations.
 
21     Section 25. Exceptions. The time limitation of this Act may
22 be waived by an affirmative two-thirds vote of the full
23 committee or chamber considering the legislation. For any such

1 legislation, the following statement with respect to the
2 legislation must be included in any bill report and on the
3 General Assembly's Internet website:
4     The (insert the chamber or committee) has waived the
5     People's right for a detailed review of this legislation,
6     as required under the 72-Hour Budget Review Act.
 
7     Section 99. Effective date. This Act takes effect upon
8 becoming law.
