Amends the University of Illinois Act, the Southern Illinois University Management Act, the Chicago State University Law, the Eastern Illinois University Law, the Governors State University Law, the Illinois State University Law, the Northeastern Illinois University Law, the Northern Illinois University Law, and the Western Illinois University Law. Provides that, out of funds appropriated to the University and not used for other purposes, the Board of Trustees may deposit money in a capital reserve fund to be used for deferred maintenance and capital needs. Provides that the Boards of Trustees of the universities are authorized to manage capital projects of the universities. Provides that, if the Board of Trustees of a university manages a capital project under this authority, then the Capital Development Board is absolved of any responsibility for that capital project. Effective immediately.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The University of Illinois Act is amended by adding Sections 85 and 95 as follows:

Sec. 85. Capital reserve fund. Out of funds appropriated to the University and not used for other purposes, the Board of Trustees may deposit money in a capital reserve fund to be used for deferred maintenance and capital needs.

Sec. 95. Management of capital projects. The Board of Trustees is authorized to manage capital projects of the University. If the Board of Trustees manages a capital project under the authority of this Section, then the Capital Development Board is absolved of any responsibility for that capital project.

Section 10. The Southern Illinois University Management Act is amended by adding Sections 65 and 75 as follows:

Sec. 65. Capital reserve fund. Out of funds appropriated to the University and not used for other purposes, the Board may deposit money in a capital reserve fund to be used for deferred maintenance and capital needs.

Sec. 75. Management of capital projects. The Board is authorized to manage capital projects of the University. If the Board manages a capital project under the authority of this Section, then the Capital Development Board is absolved of any responsibility for that capital project.

Section 15. The Chicago State University Law is amended by adding Sections 5-175 and 5-185 as follows:

Section 99. Effective date. This Act takes effect upon becoming law.
