SYNOPSIS AS INTRODUCED:
 
330 ILCS 32/10

    Amends the War on Terrorism Compensation Act. Includes recipients of the Afghanistan Campaign Medal and the Iraq Campaign Medal to the list of veterans entitled to receive compensation in the amount of $100 for their military service. Effective immediately.

1     AN ACT concerning veterans.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The War on Terrorism Compensation Act is amended
5 by changing Section 10 as follows:
 
6     (330 ILCS 32/10)
7     Sec. 10. Compensation.
8     (a) Subject to appropriation, every person who has served
9 on active duty with the armed forces of the United States on or
10 after September 11, 2001 and prior to such time as Congress
11 declares such persons ineligible for the Global War on
12 Terrorism Expeditionary Medal or the Global War on Terrorism
13 Service Medal is entitled to receive compensation of $100 for
14 such service if (i) he or she had been a resident of the State
15 of Illinois for at least 12 months immediately preceding the
16 time he or she entered such service, (ii) he or she is still in
17 active service, is honorably separated or discharged from such
18 service, has been furloughed to a reserve, or has been retired,
19 and (iii) he or she has received the Global War on Terrorism
20 Expeditionary Medal, or the Global War on Terrorism Service
21 Medal, the Afghanistan Campaign Medal, or the Iraq Campaign
22 Medal.
23     The changes made by this amendatory Act of the 96th General

1 Assembly extending compensation of $100 to recipients of the
2 Afghanistan Campaign Medal or the Iraq Campaign Medal shall be
3 retroactive to July 24, 2009.
4     (b) No payment may be made under this Section to any person
5 who, though in such service: did civilian work at civilian pay;
6 did not serve at least 30 consecutive or 60 nonconsecutive days
7 outside the United States or its territories; or has received
8 from another state a bonus or compensation of like nature as
9 provided by this Act.

11     Section 97. Severability. The provisions of this Act are
12 severable under Section 1.31 of the Statute on Statutes.
 
13     Section 999. Effective date. This Act takes effect upon
14 becoming law.
