SYNOPSIS AS INTRODUCED:
 
720 ILCS 5/11-9.6 new

    Amends the Criminal Code of 1961. Provides that it is a petty offense with a $500 fine for a sex offender to knowingly be present in any public library unless the offender has permission to be present from the head librarian on duty the day the offender plans to attend or the offender is a parent or guardian of a person under 18 years of age present in the library. Provides that notification includes the nature of the sex offender's visit and the hours in which the sex offender will be present in the library. Provides that the sex offender must notify the head librarian at least 2 hours prior to entering the library and again when he or she departs from the library property.

1     AN ACT concerning criminal law.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Criminal Code of 1961 is amended by adding
5 Section 11-9.6 as follows:
 
6     (720 ILCS 5/11-9.6 new)
7     Sec. 11-9.6. Presence within a library by a sex offender
8 prohibited without proper notification.
9     (a) In this Section:
10         "Library" means any public library or library of an
11     educational, historical, or eleemosynary institution,
12     organization or society.
13         "Sex offender" has the meaning ascribed to it in the
14     Sex Offender Registration Act.
15     (b) It is unlawful for a sex offender to knowingly be
16 present in any public library unless the offender has
17 permission to be present from the head librarian on duty the
18 day the offender plans to attend or the offender is a parent or
19 guardian of a person under 18 years of age present in the
20 library. Notification includes the nature of the sex offender's
21 visit and the hours in which the sex offender will be present

3 of a petty offense and shall be fined $500.
