SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/5.755 new
625 ILCS 5/3-821.5 new

    Amends the State Finance Act to create the Save Our Sight Fund. Amends the Illinois Vehicle Code. Provides that the Secretary of State shall print on its standard certificate of title application form a provision indicating that if the applicant wishes to contribute $1 to the Save Our Sight Fund, he or she may do so by stating the amount of the contribution ($1) on the application form. Provides that the Secretary of State shall also make available to applicant for a certificate of title informational materials on the importance of eye care and safety. Specifies the purposes for the use of funds in the Save Our Sight Fund. Effective immediately.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.755 as follows:
 
6     (30 ILCS 105/5.755 new)
7     Sec. 5.755. The Save Our Sight Fund.
 
8     Section 10. The Illinois Vehicle Code is amended by adding
9 Section 3-821.5 as follows:
 
10     (625 ILCS 5/3-821.5 new)
11     Sec. 3-821.5. Contributions to Save Our Sight Fund.
12     (a) The Secretary shall print on its standard certificate
13 of title application form a provision indicating that if the
14 applicant wishes to contribute $1 to the Save Our Sight Fund,
15 as authorized by this amendatory Act of the 96th General
16 Assembly, he or she may do so by stating the amount of the
17 contribution ($1) on the application form. The Secretary shall
18 also make available to applicant for a certificate of title
19 informational materials on the importance of eye care and
20 safety.

1     (b) The Save Our Sight Fund is created as a special fund in
2 the State treasury. All moneys in the Save Our Sight Fund shall
3 be used, subject to appropriation by the General Assembly and
4 approval by the Secretary, for the following purposes:
5         (1) To provide support to organizations exempt from
6     federal income taxation pursuant to Sections 501(a) and
7     501(c) of the Internal Revenue Code that offer vision
8     services in all counties in this State that have
9     demonstrated experience in the delivery of vision services
10     to do one or more of the following:
11             (A) Implement a voluntary children's vision
12         screening training and certification program for
13         volunteers, child care providers, nurses, teachers,
14         health care professionals practicing in primary care
15         settings, and others serving children;
16             (B) Develop and implement a registry and targeted
17         voluntary case management system to determine whether
18         children with amblyopia are receiving professional eye
19         care and to provide their parents with information and
20         support regarding their child's vision care;
21             (C) Establish a matching grant program for the
22         purchase and distribution of protective eyewear to
23         children; or
24             (D) Provide vision health and safety programs and
25         materials for classrooms;
26         (2) To develop and distribute informational materials

1     on the importance of eye care and safety to the Secretary;
2         (3) To reimburse the Secretary of State for the
3     administrative costs incurred in performing its duties
4     under this Section.
 
5     Section 99. Effective date. This Act takes effect upon
6 becoming law.
