SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the State Agency Director Legislative Accountability Act. Requires that each director, secretary, assistant director, and assistant secretary of each State agency subject to the jurisdiction of the Governor's Executive Inspector General must be present in Springfield during each legislative session day. Prohibits anyone other than those persons from appearing or testifying before a legislative committee on behalf of their State agencies unless otherwise provided by the committee or by law. Effective immediately.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the State
5 Agency Director Legislative Accountability Act.
 
6     Section 5. Definitions. As used in this Act:
7     "Session day" means any regular, veto, or special session
8 day, but does not mean a day designated by the relevant house
9 of the General Assembly as a perfunctory session day.
10     "State agency" means a State agency subject to the
11 jurisdiction of the Governor's Executive Inspector General
12 pursuant to the State Officials and Employees Ethics Act.
 
13     Section 10. Presence in Springfield on session days. Each
14 director, secretary, assistant director, and assistant
15 secretary of each State agency must be present within the
16 limits of the city of Springfield during the entirety of each
17 session day of either house of the General Assembly.
 
18     Section 15. Appearance before legislative committees. No
19 person other than the director, secretary, assistant director,
20 or assistant secretary of a State agency may appear or testify
21 on behalf of that State agency before a committee of either

1 house of the General assembly unless otherwise invited,
2 requested, or directed by the committee or provided by law.
 
3     Section 99. Effective date. This Act takes effect upon
4 becoming law.
