SYNOPSIS AS INTRODUCED:
 
20 ILCS 2605/2605-490 new

    Requires the Department of State Police to develop a coordinated program for a statewide emergency alert system, known as the Blue Alert System, to notify persons in the State when a peace officer has been assaulted and the person or persons who perpetrated the assault have not been arrested. Creates a Blue Alert System Task Force to monitor and review the implementation and operation of the Blue Alert System. Requires the Department to conduct a public education campaign about the Blue Alert System. Provides for the appointment of a Blue Alert System Coordinator. Defines "peace officer".

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of State Police Law of the Civil
5 Administrative Code of Illinois is amended by adding Section
6 2605-490 as follows:
 
7     (20 ILCS 2605/2605-490 new)
8     Sec. 2605-490. Endangered peace officer alert program.
9     (a) The Department of State Police shall develop a
10 coordinated program for a statewide emergency alert system,
11 known as the Blue Alert System, to notify persons in the State
12 when a peace officer has been assaulted and the person or
13 persons who perpetrated the assault have not been arrested. In
14 order to provide critical information to the public
15 immediately, the system shall include, but is not limited to,
16 the use, in coordination with the Illinois Department of
17 Transportation, of electronic message signs on roads and
18 highways located in the vicinity of areas (i) where the officer
19 was assaulted and (ii) where the perpetrator is known or
20 suspected to have fled.
21     (b) The Department of State Police shall establish a Blue
22 Alert System Task Force to monitor and review the
23 implementation and operation of the system developed under

1 subsection (a), including procedures, budgetary requirements,
2 and response protocols. The Task Force shall also develop
3 additional network resources for use in apprehending
4 perpetrators who assault police officers.
5     (c) The Department of State Police shall also develop and
6 implement a community outreach program to promote awareness
7 about the program among law enforcement agencies in and
8 citizens of the State.
9     (d) The Department shall appoint a Blue Alert System
10 Coordinator to assist in the establishment of State standards
11 for the protection of peace officers from assaults and to
12 advocate for the achievement of those standards. The Blue Alert
13 System Coordinator shall have the qualifications and
14 experience that the Department shall require by rule. The Blue
15 Alert System Coordinator shall receive no compensation but
16 shall be reimbursed for his or her expenses from the
17 Department's operations budget. No funds shall be appropriated
18 solely for the expenses of the Blue Alert System Coordinator.
19 The Department shall provide technical assistance for the Blue
20 Alert System Coordinator from its existing resources.
21     (e) For the purposes of this Section, "peace officer" has
22 the same meaning as in Section 2-13 of the Criminal Code of
23 1961.
